The Department of Construction of Bac Ninh province has just sent an official dispatch to investors of social housing projects in the province on inspecting and reviewing dossiers of subjects buying, renting, and renting-purchasing social housing.
The official dispatch signed by Deputy Director of Bac Ninh Provincial Department of Construction Nguyen Tuan Dung said that recently, the mass media has reported on the phenomenon of forging documents, creating fake dossiers of agencies and organizations and using fake documents of agencies and organizations to legalize dossiers and procedures against regulations to profit from social housing policies.
Therefore, the Department of Construction of Bac Ninh province requests social housing investors to proactively prevent violations and prepare documents to coordinate with inspection, examination, and investigation agencies to promptly detect and strictly handle violations (if any).
In the official dispatch, the Bac Ninh Provincial Department of Construction also summarized in detail the legal regulations on subjects and income conditions for purchasing, leasing, and lease-purchasing social housing in each period, from 2015 to present.
Accordingly, the conditions on subjects and income to be able to buy, rent, and rent-purchase social housing are determined according to legal regulations effective at the time the applicant submits a valid dossier to the project investor.
Therefore, in the process of reviewing dossiers, investors need to compare corresponding legal regulations according to each period to determine the validity of dossiers and promptly detect cases with signs of using fake documents or declarations that are not true to reality," the Bac Ninh Provincial Department of Construction emphasized.
According to the 2023 Housing Law and the Government's Decree, the responsibility for receiving and reviewing dossiers belongs to the investor; state management agencies perform the functions of guidance, inspection and post-inspection, therefore, the Department of Construction proposes:
Social housing project investors shall review and compile a list of dossiers with components being income condition confirmation papers certified by enterprises to proactively monitor, manage and provide to inspection, examination, and investigation agencies when requested. Completion time in April 2026.
In the process of reviewing, the Department of Construction requests investors of projects to proactively inspect and evaluate dossiers showing signs of forgery, creating fake dossiers of agencies; in case of detecting signs of violations, proactively coordinate and provide information, dossiers and documents related to the Provincial Police, the Department of Construction and functional agencies to promptly verify, prevent, and handle acts of profiteering from social housing support policies.
Bac Ninh is one of the leading localities in the country in terms of social housing development results. In 2025, the province completed nearly 20,000 social housing units, accounting for about 20% of the country's total supply.
In 2026, the province is assigned a target of 19,000 units, higher than Hanoi, but the province sets a target to continue to complete over 20,000 units.

Over the past time, the Bac Ninh Provincial Department of Construction has also strictly handled many violations of social housing policies.
From 2022 to now, through post-inspection work, the Bac Ninh Department of Construction has canceled house purchase contracts that do not meet the conditions at some projects such as:
Apartment building for low-income people in Bac Tu Son, Dong Nguyen ward (contract canceled, 54 apartments revoked).
