The Ho Chi Minh City People's Committee has just sent a report to the Ho Chi Minh City People's Council on amending and supplementing Decision No. 02/2020, regulating land price lists in the city, expected to be issued before October 15.
According to the Ho Chi Minh City People's Committee, through the process of studying the 2024 Land Law and reviewing actual land prices, three shortcomings related to the current land price list according to Decision No. 02/2020 were discovered.
Firstly, the current land price list is outdated. This land price list was built according to the 2013 Land Law, applying the price frame issued by the Government with a maximum of only 162 million VND/m2. Therefore, the current land price list is inherited from the 2014 price list and has not been adjusted for nearly 10 years, not reflecting the actual situation of the land market in Ho Chi Minh City.
Second, the land price list has not updated resettlement land prices. Ho Chi Minh City is a locality with many large public investment projects, contributing to promoting economic growth. In the first 9 months of 2024, Ho Chi Minh City's GRDP increased by 6.46% over the same period, the highest increase since 2020.
However, during this period, Ho Chi Minh City has implemented many projects with compensation and resettlement, but the current land price list has not yet included approved land prices for resettlement areas. This may lead to a lack of land prices as a basis for calculating land use fees for resettled people.
Third, regarding the land price adjustment coefficient. According to the 2024 Land Law, the land price adjustment coefficient method is no longer applied to determine specific land prices as before.
Instead, this coefficient is only used for valuation in cases where the State reclaims many adjacent plots of land with the same purpose of use. This creates an additional difference from the previous regulations, requiring the current land price list to be adjusted to comply with the new law.
With the above shortcomings, the People's Committee of Ho Chi Minh City finds it necessary to adjust the land price list to suit the actual situation and new laws.
To ensure the timely issuance of the land price list, the Ho Chi Minh City People's Committee has agreed to amend and supplement Decision No. 02/2020 according to the simplified procedure.
Accordingly, the Department of Natural Resources and Environment of Ho Chi Minh City will complete the Submission and send it to the Ho Chi Minh City Land Price Appraisal Council on September 30.
It is expected that before October 10, the Ho Chi Minh City Land Price Appraisal Council will hold a meeting to review and evaluate the new land price list.
After that, the Ho Chi Minh City People's Committee will issue a decision to amend and supplement Decision No. 02/2020, to be completed before October 15.
