Accordingly, the City Land Price Appraisal Council agreed with the proposal of the Department of Natural Resources and Environment of Ho Chi Minh City in the report No. 10487, the opinions of the Council's working group and the draft decision to amend and supplement Decision 02/2020. At the same time, the Department of Natural Resources and Environment of Ho Chi Minh City, based on legal regulations, complete all documents and procedures to submit to the People's Committee of Ho Chi Minh City for consideration and decision.
The HCM City Land Price Appraisal Council said that in previous submissions, the Department of Natural Resources and Environment used agricultural land price data to calculate compensation in the city to propose agricultural land prices that did not fully reflect the price of pure agricultural land for cultivation and production activities.
Now, in Submission No. 10487, the Department of Natural Resources and Environment has developed a land price list for agricultural land based on the agricultural land price stipulated in Decision 02/2020 multiplied by the land price adjustment coefficient (coefficient K) according to Decision No. 56/2023 to ensure stability for agricultural production activities. This also does not affect the case of land recovery by the State because at that time, the person whose land is recovered will have the specific land price determined according to the market price to calculate compensation.
For residential land, the City Land Price Appraisal Council assessed that the Department of Natural Resources and Environment collected land price information from the price database and market transfer land prices and based on the actual socio-economic situation of the city to propose a land price list for residential land suitable for each district and Thu Duc City. At the same time, it has reviewed and balanced prices for locations bordering districts, Thu Duc City and road sections and routes in the same area.
Previously, the Department of Natural Resources and Environment of Ho Chi Minh City sent Document No. 10487 to the City Land Price Appraisal Council regarding the issuance of a decision to amend and supplement Decision 02/2020 of the Ho Chi Minh City People's Committee regulating the land price list in the city.
Accordingly, agricultural land will be divided into three areas and three locations. Area 1 includes: District 1, District 3, District 4, District 5, District 6, District 10, District 11, Binh Thanh District, Phu Nhuan District. Area 2 includes: District 7, District 8, District 12, Tan Binh District, Tan Phu District, Binh Tan District, Go Vap District, Thu Duc City. Area 3 includes: Binh Chanh District, Hoc Mon District, Cu Chi District, Nha Be District, Can Gio District.
Location 1: land plot adjacent to the roadside (road named in the land price list) within 200m. Location 2: land plot not adjacent to the roadside (road named in the land price list) within 400m. Location 3: remaining locations.
The city will apply the agricultural land price in Decision 02/2020 multiplied by the coefficient K corresponding to each area and location in Decision 56/2023. In which, area 1 multiplies the coefficient K by 2.7 times. Area 2 multiplies the coefficient K by 2.6 times. Area 3 multiplies the coefficient K by 2.5 times.
For non-agricultural land, land with street frontage (streets listed in the residential land price list), applies to plots of land, land areas with at least one side adjacent to an existing road (roadway, roadside, sidewalk) specified in the adjusted land price list. In which, the highest land price is on Nguyen Hue, Le Loi, Dong Khoi streets (District 1), with the highest price up to 687,200,000 VND/m2.
