Exceeding social housing development targets
Recently, the Binh Dinh provincial government and specialized agencies have resolutely taken action in reforming administrative procedures, speeding up the progress of handling documents in the direction of streamlining, creating favorable conditions for investors to implement social housing projects (NOXH).
Thanks to that, many social housing projects have been completed on schedule, contributing to meeting the housing needs in the province. In 2024, Binh Dinh has exceeded the target of the social housing development plan with 1,590/1,400 units put into use.
However, in recent times, the real estate market has encountered many difficulties, causing the development of social housing to stagnate somewhat, while businesses also have difficulty accessing loans. In addition, the inspection and supervision work of the Department of Construction and related agencies still has some limitations, affecting the progress of the project.
To ensure the province's social housing development plan and implement the Project to invest in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period of the Government, Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tu Cong Hoang requested departments, branches and localities to focus resources and remove difficulties to speed up the implementation of social housing projects.
"Investors in social housing projects must be determined and focus resources to implement approved projects, promptly meeting the housing needs of the people. At the same time, speed up the completion of legal procedures and implementation of investment and construction of the project, ensuring that it is put into use according to the committed schedule," Mr. Hoang requested.
Revoking the title for sluggish projects
The Vice Chairman of Binh Dinh Provincial People's Committee also directed the Department of Construction to strengthen supervision and inspection of the progress of social housing projects. In case the investor does not implement or does not ensure the committed progress without a legitimate reason, the Department of Construction must propose a plan to handle and revoke the investment policy.
Focus on urging and supporting investors to implement key projects such as Nhon Phu 2 social housing project, Tan Dai Minh 2 social housing project - Lamer 2 social housing project at the land plot in Bong Son ward (Hoai Nhon town), ensuring completion and putting into use in 2025.
Urge and guide investors to complete the necessary procedures to start the Housing project under the planning of Binh Dinh Provincial Trade Union Institution Area (CT2 space), Phu Tai Loc apartment social housing, Pisico social housing, Tran Nhan Tong street western social housing area in the second quarter of 2025. The Binh Dinh Maritime Social Housing Project must start construction in April 2025.
Regarding specific progress, the Vice Chairman of Binh Dinh Provincial People's Committee requested the completion and putting into use of blocks CTA3 and CTA4 (belonging to Nhon Phu 2 social housing project) in 2025.
Complete and put into use Block C1(belonging to the Tan Dai Minh 2 - Lamer 2 social housing project) and social housing areas 01 and 02 (belonging to the social housing project in the land area of Bong Son ward, Hoai Nhon town) in 2025.
The Housing Project under the planning of the Binh Dinh Provincial Trade Union Institution Area must complete procedures to start construction of CT2 building in the second quarter of 2025.
Investors of the Social Housing Apartment Project in Area C of the Northern Ha Thanh River Urban - Commercial Area (Dai Phu Gia Urban Area) must develop a specific plan and implement it to ensure completion by 2026.
Pisico social housing projects, Phu Tai Loc apartment social housing projects, and the social housing area west of Tran Nhan Tong street must complete procedures and start construction no later than the second quarter of 2025...
"Over the above deadline, if any investor fails to meet the assigned schedule, the Department of Construction will coordinate with the Department of Finance and related units to inspect, handle, propose to stop the project, and revoke the investment policy in accordance with regulations," Mr. Hoang resolutely said.
