On June 22, the People's Committee of Binh Dinh province directed the implementation of tasks related to the North-South High-Speed Railway project through the area.
To serve the site clearance (GPMB), Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan agreed to implement the planning and investment in the construction of 42 resettlement areas with a total area of over 168 hectares; 6 burial areas with an area of 3.65 hectares; 3 waste dump locations and 10 land mines for construction of related items.
At the same time, the Department of Finance was assigned to preside over and coordinate with the Provincial Land Fund Development Center and relevant units and localities to propose local budget allocations to build resettlement areas.
Together with the Department of Construction and relevant parties, propose to the Provincial People's Committee to submit to the Government to issue instructions on the process and procedures for appointing bids for items such as consulting on surveys, planning, construction drawing design, selecting construction contractors...; advising the Provincial People's Committee to resolve mechanisms and policies related to investment capital and compensation payments; instruct the Provincial Land Fund Development Center to prepare estimates and report on settlement of compensation, support and resettlement costs in accordance with regulations.
The Department of Construction is assigned to preside over research and proposal for urban development planning according to the orientation of public transport (TOD) in areas near high-speed railway stations to effectively exploit land funds.
Closely coordinate with the Railway Project Management Board to promptly hand over documents, deposit markers, serve the implementation of site clearance compensation and resettlement. At the same time, review and synthesize local recommendations to send to investors for handling according to their authority.
Propose to establish a Steering Committee and a Working Group to implement compensation and site clearance for the project.
The Chairman of Binh Dinh Provincial People's Committee assigned relevant localities to urgently review, adjust and supplement regional plans, construction zoning plans, plans and land use plans to serve as a legal basis for land recovery.
Localities with railway lines passing through will organize the implementation of compensation for land acquisition, resettlement of projects, relocation of clean water systems, irrigation works and other infrastructure managed by the locality.
According to the investment policy, the project has a total route length of about 1,541km; starting point at Ngoc Hoi station (Hanoi), ending point at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and cities.
Design speed 350km/h, load capacity 22.5 tons/axle; 23 passenger stations, 5 cargo stations. The total preliminary land use demand of the project is about 10,827 hectares; the number of resettled people is about 120,836 people; the total investment capital is 1,713,548 billion VND.
In particular, Binh Dinh province is expected to be arranged with 2 stations: Bong Son and Dieu Tri. However, through research, the province found overlaps between the location of Dieu Tri station of the High-speed Railway project and the existing North-South Expressway through Phuoc An commune (Tuy Phuoc district).
Regarding this issue, Binh Dinh province has requested the Railway Project Management Board to review and resolve the province's recommendations, especially the contents related to the overlapping scope at Dieu Tri station.
