On June 22, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan directed the continued implementation of the Ngo May extended road project (Quy Nhon City) - a project that has been unfinished for the past 6 years.
Mr. Pham Anh Tuan assigned the People's Committee of Quy Nhon City to continue implementing compensation and site clearance (GPMB) and complete the documents and procedures for investment in the construction of resettlement areas to serve the project in accordance with regulations. After the 2-level local government model officially comes into operation, the People's Committee of Quy Nhon City will hand it over to the new administrative unit to receive and continue implementing the project.
Regarding the investment policy, the Chairman of the People's Committee of Binh Dinh province agreed to continue implementing the Ngo May extended road project, in which the investment scale was adjusted, shortening the route length to 313m (reducing more than 1km of the route within the boundary of Phu Hoa Lake Urban - Tourism - Culture - Sports Area).
The Provincial Traffic and Civil Project Management Board is assigned to preside over and coordinate with the Department of Finance and related units to urgently complete the contents of adjusting the investment policy. After that, report to the Provincial People's Committee to submit to the Standing Committee of the Provincial People's Council for examination before submitting to the Provincial People's Council for consideration and decision.
The Ngo May extended road project started in 2019, with a total investment of 396 billion VND, invested by the Provincial Traffic Project Management Board (now the Provincial Traffic and Civil Works Project Management Board). The project is expected to expand the urban space of Quy Nhon City, renovate traffic infrastructure, connect residential areas, businesses and schools.
The route is more than 1.3km long, passing through Quang Trung ward and Ngo May ward (Quy Nhon city), with the starting point at Hoang Van Thu - Ngo May intersection, and the end point adjacent to Dien Bien Phu street, designed with a 33m wide road surface and a 4m wide median strip. According to the plan, the project will be completed and put into use in 2023.
Previously, the People's Committee of Binh Dinh province assigned the Provincial Traffic Project Management Board to be in charge of compensation, site clearance and resettlement. However, on February 16, 2022, the province transferred this task to the People's Committee of Quy Nhon City, including the project and resettlement area serving the extended Ngo May road.
After receiving the payment, the People's Committee of Quy Nhon City established a compensation and site clearance council, but the implementation process continuously encountered difficulties, especially in verifying the origin of land use and assets on the land, applying compensation policies to suit the actual situation.
Because the project affects about 200 households, including land, houses, architectural objects, trees and crops. However, up to 189 of these households have arbitrarily encroached on land to build houses and use land without being granted a Land Use Rights Certificate.
Confirming the origin and time of land use of households is difficult, because most households do not have legal documents, and the land has been transferred many times in handwritten documents. These households have used encroached land for a long time, many of which were before July 1, 2004.
