Reforming management thinking and operating methods
On August 6, the Ministry of Agriculture and Environment held a training conference to disseminate legal regulations on decentralization, delegation, and division of authority in the fields of agriculture and environment.
In his opening speech, Deputy Minister of Agriculture and Environment Le Minh Ngan emphasized that this is a conference of special significance to unify awareness and implementation methods in the whole industry, ensuring that the major policies of the Party and State on streamlining the administrative apparatus and operating effectively and efficiently are implemented synchronously and methodically.
Previously, on August 1, the Ministry successfully held a National Conference on decentralization and division of authority in the land sector. Following that spirit, this Conference focuses on the content of decentralization and delegation in the fields of agriculture and environment, fields with deep professional nature, directly affecting production and the lives of people and businesses.

Many questions answered
At the Conference, Ms. Pham Thi Thinh - Head of the Department of Land measurement and Registration (Department of Land Management, Ministry of Agriculture and Environment) answered many questions from localities. She said that Thai Nguyen province proposed to add procedures to cancel the registration results of changes on the issued certificate.
Responding to this question, Ms. Thinh affirmed that this is a procedure that the competent authority proactively carries out when receiving a document from the competent authority on canceling the registration result. This procedure is not an administrative procedure announced because it does not meet the provisions in Clause 1, Article 3 of Decree 63.
Responding to a question from Lao Cai province when asking about difficulties in editing and adjusting the order of the cadastral map, Ms. Thinh said that on April 1, 2025, the Ministry of Agriculture and Environment issued Official Letter No. 991 guiding the editing of cadastral records, land databases, data synthesis, and natural areas when arranging administrative units.
Accordingly, the Ministry has specifically instructed the re-writing of the order of the map sheet and the number of plots in the new communes, under the responsibility of the locality, and has provided detailed instructions in this document.
Lao Cai province also reflected the shortage of personnel at the Land Registration Office Branch, not having enough capacity and experience to carry out the entire process of granting certificates or handling complex records. Ms. Thinh said - the locality needs to request the Department of Natural Resources and Environment to report to the Provincial People's Committee to promptly have a plan to arrange personnel.
Hanoi City proposed assigning all communes to perform measurement techniques. Specifically, the People's Committees at the commune level will be responsible for reporting to the People's Committees at the provincial and municipal levels on the situation of measurement, land use maps, management and use of land map fluctuations; at the same time, it is allowed to measure and supplement land maps in areas with maps but have not yet fully measured and painted administrative units.
Regarding this issue, Ms. Thinh said that the above content has been specifically regulated in Point c, Clause 2, Decree 151. Regarding the proposal for the People's Committee at the commune level to measure and supplement cadastral maps, this task is the responsibility of the state management agency at the provincial and municipal levels, as stipulated in Clause 4, Article 9 of Decree 101.
In particular, it is proposed that the People's Committee at the commune level be allowed to edit cadastral maps, this task is under the authority of the Land Registration Office, as stipulated in Clause 3, Article 6 of Decree 101.
