The Ho Chi Minh City Department of Construction has just sent a report to the Ho Chi Minh City People's Committee regarding the traffic situation at Tan Van intersection (Dong Hoa ward).
According to the Department of Construction, National Highway 1 passing through Tan Van intersection is currently managed by Road Management Area IV (under the Vietnam Road Administration). On July 7, this unit issued a document agreeing on a temporary traffic adjustment plan on National Highway 1 to serve the construction of Tan Van intersection.
This is an item of component project 5, Ho Chi Minh City Ring Road 3 project - the section through Binh Duong province before (invested by the Binh Duong Provincial Traffic Construction Investment Project Management Board).
On July 16, the investor closed Provincial Road 743 (from Dong Nai Bridge to Provincial Road 743) according to the agreed plan, and at the same time organized a replacement roadmap with National Highway 1 combined with the internal road of Binh An Textile and Garment Industrial Park.
However, after applying this option, traffic on National Highway 1 fell into a serious congestion, affecting many routes in Dong Nai province.
The reason was determined to be that the closure of Provincial Road 743 forced vehicles to travel completely through 2 car lanes on National Highway 1, while the intersection with the internal road of Binh An Textile and Garment Industrial Park had a small radius, not meeting the right turn ability of container trucks. The large traffic volume at the same time has caused National Highway 1 to be overloaded.
After that, the Ho Chi Minh City Department of Construction requested the Binh Duong Province Traffic Construction Investment Project Management Board to temporarily remove the barrier and restore the road surface so that vehicles can travel from Dong Nai Bridge to Provincial Road 743. After reopening the road, traffic in the area has basically returned to stability and smoothness.
The Department of Construction also requested that investors are temporarily allowed to only barricade half of the road surface on the side of the steel overpass at Tan Van intersection, the rest must be left for trucks and container trucks to travel from Dong Nai bridge to Provincial Road 743.

Currently, the Di An area Investment and Construction Project Management Board is constructing the East-West Avenue connecting to National Highway 1. This route is expected to be completed before July 25. The Department of Construction recommends that the investor coordinate with relevant parties to agree on a plan to use the East-West Avenue as a replacement roadmap, serving the construction of the Tan Van intersection.
Along with that, the Binh Duong Provincial Traffic Construction Investment Project Management Board needs to speed up the construction progress and complete the Ring Road 3 parallel road (from Dong Nai bridge to Provincial Road 743) before August 15. This route will be used as a replacement roadmap when Provincial Road 743 continues to be closed to serve the construction.
To avoid traffic congestion in the Northeast area of Ho Chi Minh City, the Department of Construction recommends that the Ho Chi Minh City People's Committee direct the Binh Duong Province Traffic Construction Investment Project Management Board to speed up the construction progress, complete the Ring Road 3 parallel road before implementing the plan to close Provincial Road 743.
The Ho Chi Minh City Ring Road 3 project is more than 76 km long, currently passing through 3 localities including Ho Chi Minh City, Dong Nai and Tay Ninh (after the merger).
It is expected that some sections of Ho Chi Minh City Ring Road 3 will be open to traffic this year. In particular, the elevated section from the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection to the Tan Van intersection will be open to traffic by the end of this year. The entire route is expected to be completed in 2026.
