The Central Emulation and Reward Board received Document No. 4605/TTrBQP dated July 30, 2025 of the Ministry of National Defense to submit to the Prime Minister for consideration and submission to the President to posthumously award the title of "Hero of the People's Armed Forces" during the resistance war against the US, saving the country to Colonel Pham Hong Son (Pham Thanh Chinh), former Deputy Commander and Chief of Staff of the Central Highlands Front (B3), Ministry of National Defense.
Pursuant to Clause 1, Article 44 of Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government regulating decentralization and delegation of authority in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation, the Ministry of Home Affairs conducts public consultation on the possession of the title of "Hero of the People's Armed Forces" during the resistance war against the US and saving the country for Colonel Pham Hong Son (Pham Thanh Chinh) within 10 working days.
The Ministry of Home Affairs said that comments and suggestions should be sent to the Ministry of Home Affairs (Central Emulation and Reward Committee, address number 103 Quan Thanh Street, Ba Dinh Ward, Hanoi City) for synthesis.
