Ministry of National Defense announces housing project worth over 2,000 billion VND for armed forces families

The Ministry of National Defense announced information about the housing project for families of armed forces in the Army in Thanh Liet ward (Hanoi City).

Implementing Resolution No. 201/2025/QH15 of the National Assembly piloting a number of specific mechanisms and policies for social housing development; Decree No. 192/2025/ND-CP of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 of the National Assembly; The Ministry of National Defense and the Hanoi People's Committee have agreed on the location and information of the housing construction investment project for armed forces families in the Army in Thanh Liet ward.

With the consent of the Head of the Ministry of National Defense, the General Department of Logistics and Technology (Ministry of National Defense) is currently inviting interested investors to submit dossiers requesting investment policy approval and assigning the investor of the project to invest in building houses for armed forces in the Army in Thanh Liet ward with the following information:

Land location: Thanh Liet Ward (Hanoi City).

Investment objectives: Investing in building housing for the people's armed forces (housing for families of armed forces in the Army), meeting the needs of subjects under the management of the Ministry of National Defense.

Preliminary scale: Land area for project implementation is about 6.969 ha.

Current land use status: Empty land, originating from agricultural land managed by Thanh Liet Ward People's Committee.

Structure of social housing apartments: Implemented according to the provisions of Decision No. 728/QD-UBND of the Hanoi People's Committee stipulating social housing.

Design solutions ensure compliance with the specific characteristics of the Ministry of National Defense according to the provisions of Circular 94/2024/TT-BQP of the Ministry of National Defense and Official Dispatch No. 27/CD-TTg of the Prime Minister on promoting the development of electric vehicle charging station infrastructure in apartment buildings; Directives of the Minister of National Defense in Document No. 2961/VP-TH on design, construction, management and use of housing projects for military households.

Preliminary summary of total investment capital:

Total investment capital is more than 2,089 billion VND.

Owner's equity (20%) of more than 417.8 billion VND

Other legally mobilized capital sources (80%) are more than 1,671.2 billion VND.

Project implementation progress:

Project implementation progress: 42 months.

Investment preparation phase for project implementation: From Q2/2026 to Q2/2027;

Construction investment project implementation phase: From Q3/2027 to Q2/2029;

Project completion phase: Quarter III/2029.

Project operating period: 50 years from the date of being decided by a competent authority to allocate land, lease land, or change land purpose.

Mechanisms and policies for incentives and support for investors: Projects are entitled to incentives and support for social housing construction investment projects in accordance with the provisions of housing law and current regulations.
