Senior Lieutenant General Nguyen Van Hien - Deputy Minister of National Defense, Standing Deputy Head of the Steering Committee of the Ministry of National Defense on science and technology development, innovation, digital transformation, implementation of Project 06 and administrative reform (Steering Committee 1128) chaired the conference.
Based on the central report and opinions contributed by delegates at the conference, Senior Lieutenant General Nguyen Van Hien assigned Command 86 to preside over the development of a plan to implement the Digital Transformation Project in the Ministry of National Defense in the period 2026 - 2030, which specifically determines the timelines for implementing investment procedures, completing before May 15, 2026; appraise component projects of agencies and units, ensuring implementation in accordance with the viewpoints and requirements of the approved Project.
The Department of Finance (Ministry of National Defense) shall preside over and coordinate with functional agencies to unify and guide the investment process and procedures for project implementation, ensuring compliance with the regulations of the State and the Ministry of National Defense. Relevant agencies and units shall arrange qualified and capable personnel to actively support units in the project implementation process; apply and master new technologies to build digital platforms and digital databases in the Ministry of National Defense.
For agencies and units with component projects under the Project, Senior Lieutenant General Nguyen Van Hien noted that it is necessary to develop a project implementation plan, complete it before June 15, 2026; organize surveys, project development, feasibility study reports; coordinate with consulting units to implement some items that can be implemented first; at the same time, study and review the density of databases, coordinate with functional agencies of the Ministry of National Defense to determine implementation plans. In the project implementation process, prioritize selecting capable and experienced consulting units.
Over the past time, projects under the Digital Transformation Project in the Ministry of National Defense in the period 2024 - 2025 have been basically completed. Leadership, direction, and administration work has been deployed synchronously, drastically, and gradually becomes systematic. Common applications, software, and digital databases serving digital transformation in the Ministry of National Defense have been widely applied throughout the army; leaders, commanders, and staff of agencies and units have formed a habit of working in the digital environment.
Along with that, Command 86 has chaired and coordinated with agencies and units to adjust the Digital Transformation Project in the Ministry of National Defense in the period 2026 - 2030 to ensure updates, completeness, comprehensiveness, and conformity with trends and practical situations in the Army.
