The Ministry of Justice is appraising the draft dossier of the Decree adjusting the base salary and bonus regime for cadres, civil servants, public employees (CBCCVC) and armed forces, which is being drafted by the Ministry of Home Affairs.
According to the draft of the Decree, the drafting agency believes that the base salary of 2.34 million VND/month is only about 56% of the regional average minimum wage of the business sector. Therefore, the Ministry of Home Affairs proposes to adjust the base salary to 2.53 million VND/month from July 1, 2026.
Contributing opinions to the draft, the Ministry of National Defense proposed that the drafting agency supplement the subjects of national defense officials to point d, clause 1, Article 2 and revise it to: "Officiers, professional soldiers, national defense workers, civil servants, national defense officials and contract workers of the Vietnam People's Army".
The Ministry of National Defense cited the reason as ensuring that all subjects receiving salaries in the Ministry of National Defense are subject to the application of the Decree; National defense officials are one of the standing forces of the Army, a component of the contingent of cadres in the Vietnam People's Army according to the provisions of the Law on Officers of the Vietnam People's Army in 1999 (amended and supplemented in 2008, 2014) and legal guidance documents of the Ministry of National Defense.
Responding to the above content, the Ministry of Home Affairs has received and completed it in the draft Decree.
Based on Decree No. 204/2004/ND-CP, if the new base salary is expected to be 2.53 million VND, the salary scale of civil servants from July 1, 2026 will be calculated as follows:
