On the Government Portal, Mr. B.N.L shared:
He has a need to buy social housing and is aware of the information that a social housing project will be opened for sale this year, but in the near future he will change his work unit. Mr. B.N.L asked, if he requests income confirmation at his old company, after receiving the notice of receiving social housing applications, will his income confirmation documents at his old company still be valid?
If the certificate is no longer valid, what procedures do you need to carry out to be able to confirm that in the last 12 months you are still eligible to register to buy social housing?
The Ministry of Construction answers this question as follows:
Article 30 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on development and management of social housing stipulates conditions on housing and income to enjoy social housing support policies (amended and supplemented by Decree No. 54/2026/ND-CP dated February 9, 2026 and Decree No. 136/2026/ND-CP dated April 7, 2026) as follows:
Article 30. Conditions on income
1. For subjects specified in Clauses 5, 6 and 8, Article 76 of the Housing Law, the following income conditions must be ensured:
a) In case the applicant is a non-married person or is certified as single, the average monthly actual income does not exceed 25 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
In case the applicant is a non-married person or is certified as single and is raising a minor child, the average monthly actual income does not exceed 35 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
b) In case the applicant is married according to the provisions of law, the applicant and their spouse have a total average monthly actual income of no more than 50 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
c) The time to determine income conditions according to the provisions of points a and b of this clause is within 12 consecutive months, calculated from the time the competent authority performs the confirmation".
Clause 5, Article 42 of Decree No. 54/2026/ND-CP dated February 9, 2026 stipulates:
5. Documents proving the subjects and conditions eligible for social housing support policies that have been certified by competent authorities according to regulations before the effective date of this Decree shall continue to be used and be valid for a period of 12 months from the date of confirmation.
