On the afternoon of July 8, General Secretary and President To Lam chaired a working session with the Hanoi Party Committee on the situation of task implementation in the first 6 months of the year, tasks and solutions to ensure the successful implementation of tasks in 2026 and the situation of implementing Resolution No. 02-NQ/TW of the Politburo on "Building and developing Hanoi Capital in the new era".
Restructuring over 87% of internal administrative procedures, saving about 408 billion VND
Reporting at the working session, Member of the Party Central Committee, Chairman of Hanoi People's Committee Vu Dai Thang said that, overall, the socio-economy of the Capital in the first 6 months of 2026 continued to maintain a fairly strong growth momentum, major balances were ensured, and many long-term development foundations were formed more clearly.
GRDP in the first 6 months of the year increased by 8.22%, higher than the general increase of the whole country.
Administrative reform, digital transformation, urban governance and serving people and businesses have clear changes. The city has reviewed and restructured over 87% of internal administrative procedures, estimated to save about 408 billion VND in compliance costs.
The iHanoi application has more than 6.2 million activated accounts, becoming a direct interaction channel between the government and the people.
The fields of urban areas, social security, national defense - security continue to be ensured. The city has resolved 39/51 congestion points, the rate of waste treatment using incineration and power generation technology reached 83%, creating jobs for over 102 thousand workers.
However, the city seriously acknowledges that the results achieved are not commensurate with the potential, position, resources and special mechanisms that the Central Government has assigned to Hanoi.
Besides objective causes, the city seriously recognizes that subjective causes are still factors that need to be focused on overcoming in the coming time.
According to the Chairman of Hanoi People's Committee, in some places and in some fields, there is still a situation of avoidance and shirking responsibility; psychology of hesitation, fear of mistakes, fear of responsibility in handling work. The coordination between some departments, branches, and localities is sometimes not close, not synchronized, and does not really take common efficiency as the highest goal.
The progress of handling some dossiers and procedures for investment, land, construction, and site clearance is still slow; some projects have been approved, but the time to complete procedures is still prolonged, slowing down the process of converting resources into growth. The work of forecasting, monitoring, and counting progress in some fields is not really proactive; the detection and handling of bottlenecks is sometimes not timely.

6 groups of key tasks and solutions
According to the Chairman of Hanoi People's Committee, if the first 6 months of the year are the stage of completing planning, preparing for investment, site clearance, completing procedures and mobilizing resources, then the last 6 months of the year will be the stage of strongly shifting to widespread investment deployment, creating construction volume, production and actual added value of the economy.
In which, the city will simultaneously implement a series of large-scale projects with spillover effects on many industries and fields such as the Olympic Sports Urban Area, multi-purpose urban areas, the National Highway 1 expansion project and many new urban development areas in the TOD direction. These are all projects that have basically completed planning, prepared for investment and site clearance to be able to enter the implementation phase in the last 6 months of the year.
Along with infrastructure projects, the city will enter the phase of widespread investment in new urban areas, multi-purpose urban areas, commercial housing areas and more than 60 social housing projects that have basically completed planning, investment preparation and site clearance.
For the urban railway system, immediately after simultaneously starting construction of 5 lines, the city will focus on directing implementation in the most drastic spirit; organize the simultaneous construction of many bidding packages; mobilize maximum resources; minimize intermediate stages; strive to complete the entire network according to the direction of the Central Government by the end of 2030.
Chairman of Hanoi People's Committee affirmed that this is not only an investment in transport infrastructure, but also a driving force to restructure the development space of the Capital, form new growth poles and effectively exploit land funds according to the TOD model.
Regarding the Red River Landscape Axis Project, the city identifies this as a strategic project, opening up a new development space for Hanoi in the coming decades.
To complete the set goals, city leaders have identified focusing on synchronously implementing the following key tasks and solutions: Managing growth according to scenarios to each month, each quarter, each industry and each area; creating breakthroughs in investment, construction and site clearance; creating strong changes in trade, consumption, tourism and services; strongly unlocking private investment capital and foreign direct investment; promoting industrial production, exports, science, technology and new growth drivers; creating substantive changes in discipline, order and responsibility in implementation organization.
To achieve the double-digit growth target, the city determines that it must first innovate itself, overcome itself, and take responsibility for its organization and implementation. However, there are some major issues beyond the City's authority, if the Central Government pays attention to directing and removing them in a timely manner, it will create a very large impact on the growth not only of Hanoi but also of the Capital Region and the whole country" - Mr. Vu Dai Thang said.
Therefore, Hanoi proposes that the Central Government direct ministries and sectors to accelerate the appraisal, approval, and completion of procedures for key national projects, inter-regional and inter-provincial projects that directly affect Hanoi's development space.
The city proposes that the Central Government allow the application of a number of specific capital mobilization mechanisms for the urban railway system in the 2026-2027 period. Along with that, it proposes that the Government and the State Bank consider a more appropriate credit mechanism for sectors that can have a rapid impact on growth such as construction, real estate serving tourism - services, restaurants, hotels, resorts...
