The consortium of investors of Hanoi Housing Investment and Development Corporation (HANDICO) and Viglacera Corporation - JSC has just posted a notice guiding the documents for buying, renting, and leasing social housing of the CT3 Social Housing Project under the Social Housing Construction Investment Project at plot CT3, CT4 of Kim Chung New Urban Area, Thien Loc Commune, Hanoi City.
It is known that CT3 building of the social housing construction investment project in Kim Chung New Urban Area will open to receive phase 1 documents from November 17, 2025 to January 3, 2026.
The total number of apartments in CT3 building is 1,104, including 929 social housing units and 175 commercial apartments. The temporary selling price of social housing apartments (including VAT and maintenance fees) is VND 18,400,000/m2; the temporary rental price is VND 91,700/m2/month; the temporary rental price is VND 312,860/m2/month, the rental period is 5 years.
Steps to own a social housing project
Step 1: The investor notifies the Department of Construction of the plan to receive and collect the registration documents for buying, renting, and leasing social housing and publicly announces them;
Step 2: Customers learn about the subjects and conditions for buying, renting and leasing social housing according to the provisions of Law;
Step 3: Customers prepare documents and submit according to the investor's instructions;
Step 4: The investor guides and receives customer documents registering to buy, rent, or lease social housing;
Step 5: The investor organizes a review of the received documents of the customer;
Step 6: The investor establishes a drawing board and approves the drawing regulations;
Step 7: The investor will make a list of subjects expected to be resolved for purchasing, leasing, and renting social housing in order of priority to report to the Hanoi Department of Construction;
Step 8: The Hanoi Department of Construction organizes an inspection and determines the correct subjects eligible to buy social housing and excludes the fact that the registered buyer of social housing in this project has bought or rented social housing, and has received housing support from the State in any form;
Step 9: The investor notifies customers about the draw plan and draw regulations for customers with eligible documents and notifies customers with unqualified documents (clearly state the reason);
Step 10: The investor organizes a draw for the right to buy, rent, and lease social housing;
Step 11: The investor signs a contract to buy, rent, or lease social housing with the winning customer;
Step 12: The investor will make a list of customers who have signed contracts and send it to the Hanoi Department of Construction for public announcement.

- Subjects: Workers and employees working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks (Clause 6 - Article 76 of the 2023 Housing Law).



- Subjects: Cadres, civil servants, and public employees as prescribed by law on cadres, civil servants, and public employees (Clause 8 - Article 76 of the Housing Law 2023)
