On November 21, many people who came to submit documents to buy social housing at the project in Dong Anh commune, Hanoi city (formerly Uy No commune, Dong Anh district) suddenly received a notice that the investor had stopped receiving additional documents to register to buy and rent social housing.
Mr. Nguyen Hoang Nam (character's name has been changed) said that although the deadline for submitting documents was until November 25, when he came to submit, he was informed that the investor had issued the serial number until November 25. Therefore, he and many people, even though they had prepared all their documents, still had to return.
Speaking with Lao Dong, Lieutenant Colonel Nguyen Van Dung - Deputy Director of the Investment Project Management Board, Branch of Corporation 319 of the Ministry of National Defense - said that the unit is applying a procedure for assigning consecutive numbers and setting a deadline for submitting documents so that people do not have to wait or queue overnight.
However, yesterday, the unit had distributed all the order to submit the documents until 4:00 p.m. on November 25, so it announced to stop distributing the numbers and not receive additional documents. Currently, the number of documents received is about 1,300 sets.
Mr. Dung said that if they continue to give out numbers, the unit can only solve the numbers given out yesterday, which is scheduled to be until 4:00 p.m. on November 25. Previously, the unit only distributed until 9:30 a.m. every day, but yesterday due to the large number of people, it had to be distributed until 11 noon. The giving of lots in the form of "taking lots - making appointments" caused many people to gather yesterday, with about 130 - 150 people coming to get lots.
"According to the processing capacity, the unit processes about 40 sets of files per day. Therefore, only 40 consecutive numbers were distributed each day and the number 40 was distributed on November 25. Thus, the unit has received the documents until November 25 in accordance with regulations" - Mr. Dung emphasized.
Many people hope that investors will extend the time to receive or increase personnel to process documents. However, Mr. Dung said that arranging more people is very difficult. Initially, the unit only arranged 2 reception tables, but on the third and fourth days it increased to 3 tables, but all adjustments had to be reported and approved by superiors.
Mr. Dung said that the unit has discussed with the leaders to ask for the Corporation's opinion on the possibility of extending the time to receive documents. However, this must be consulted with superiors, then reported to the Department of Construction for consideration and widely published according to regulations.
It is known that the project is invested by the Ministry of National Defense's 319 Corporation, built in Dong Anh commune, Hanoi. The total number of apartments is 466, including 419 social housing apartments for sale and 47 apartments for rent. The average selling price of social housing proposed by the investor is VND 20,617,583/m2; the equivalent price of each social housing unit here ranges from VND 824 million to more than VND 1.57 billion/unit.
The time to receive purchasing and leasing registration documents starts from October 21, 2025 to November 25, 2025 (excluding Sunday), in the morning from 9:00 to 11:00 and in the afternoon from 14:30 to 16:00. The project is expected to start signing an apartment sale and purchase contract from December 24, 2025 and hand over the apartment in the fourth quarter of 2026.
