Citizen T.T.B reflects some shortcomings related to current policies and implementation of social housing:
Regarding income conditions, according to regulations, buyers of social housing must have a couple's income of no more than 30 million VND/household/month.
However, with this income, in the context of a couple raising 2 young children, the cost of living, education, health care... is very high, almost no longer able to accumulate to buy a house. This regulation is not really close to reality, causing difficulties for many households with real housing needs.
Regarding the situation of buying and selling, in many projects, especially in Thanh Hoa, there is a situation where there is no need to buy in practice (through the relationship of merging documents to wait for different sellers).
Social housing apartments are being "broked" for prices much higher than the original price. This makes the policy of supporting the right subjects distorted, making it very difficult for people with real needs to access.
Citizens recommend reviewing the income ceiling to be more suitable to the current spending reality and housing prices. Strengthen inspection and strict supervision of approval records, strictly handle speculation and buying and selling at a higher price than regulations. There is a transparent mechanism for people with real needs to access truly social housing.
After studying, the Department of Housing and Real Estate Market Management, Ministry of Construction responded as follows:
On October 10, 2025, the Government issued Decree No. 261/2025/ND-CP amending and supplementing a number of articles of Decree No. 100/2024/ND-СР dated July 26, 2024 of the Government regulating the separation of a number of articles of the Housing Law on the development and management of social housing and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on a number of pilot mechanisms and policies specific to the development of social housing.
Accordingly, Clause 2, Article 1 of Decree 261/2025/ND-CP has amended and supplemented Clause 1 and Clause 2, Article 30 of Decree No. 100/2024/ND-CP as follows:
Article 30. Income conditions
1. For subjects specified in Clauses 5, 6 and 8, Article 76 of the Housing Law, the following income conditions must be ensured:
a) In case the plaintiff is unmarried or confirmed single, having an actual average monthly income of not more than 20 million VND shall be calculated according to the salary table, salary confirmed by the agency, unit or enterprise where the subject works. In case the petitioner is an unmarried person or is confirmed to be single and raising a child under the age of majority, the actual average monthly income received shall not exceed 30 million VND calculated according to the salary table, confirmed by the agency, unit or enterprise where the subject works.
b) In case the plaintiff is married according to the provisions of law, the plaintiff and his/her husband (husband) with a total average monthly income shall receive no more than 40 million VND according to the salary table, salary confirmed by the agency, unit, or enterprise where the subject works.

Thus, according to the new regulations, the income condition when purchasing social housing has been adjusted from 15 million VND to 20 million VND for single people who are not married; up to 30 million VND for single people who are raising children under the age of majority; up to 40 million VND for single people and their spouses with a total average monthly income actually calculated according to the Salary and Salary Table to match the current rising living expenses.
Regarding handling speculation and illegal trading of social housing:
In order to strengthen management, operation, and approval of social housing so that a large number of low-income workers with real needs can access social housing as recommended by citizens, Clause 15, Article 75 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing has assigned the responsibility of the Provincial People's Committee: "Organize the organization of the Chairman or coordinate with relevant ministries, branches and agencies in inspecting, examining, supervising and handling violations related to investment in construction, sale, lease, and purchase of social housing and housing for the armed forces and workers' accommodation in the area".
In addition, during the process of investors organizing lottery to buy and rent social housing, Clause 2, Article 38 of Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing has stipulated that the representative of the Department of Construction of the locality where the project is approved for supervision. The draw must have a record of the draw results.
The Ministry of Construction welcomes citizens' comments and sends feedback for citizens to update information.
