The Hanoi Department of Construction has just publicly announced the plan to receive the first phase of social housing registration, lease and hire-purchase at CT3 building of the Social Housing Project at CT3, CT4 plots - Kim Chung New Urban Area, Kim Chung commune, Dong Anh district (now Thien Loc commune, Hanoi city).
The project is invested by the Joint Venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC. The total land use area is about 36,964m2, of which land plot CT3 accounts for about 25,205m2.
The project is directly invested by non-budgetary capital, building three buildings from 9 to 12 floors high, with one basement and one elevator, including CT3A, CT3B, CT3C blocks. The construction density reached 33.78%, the land use coefficient was 3.72 times, the population was about 3,902 people, the total construction floor area was about 109,410m2 with 1,104 apartments.
The total number of apartments in CT3 building is 1,104, including 929 social housing units and 175 commercial apartments. Specifically, the number of social housing units for sale is 589, with an area of about 35,068m2; the number of apartments for rent is 212 units, with an area of about 10,728m2; the number of apartments for rent is 128 units, with an area of about 7,551m2.
The first phase of social housing apartments for sale, rent and lease includes 929 apartments, of which apartments for sale have an area of 58.9 - 64m2; apartments for rent from 49.5 - 59.24m2; apartments for rent from 58.9 - 59m2.
The temporary selling price of social housing apartments (including VAT and maintenance fees) is VND 18,400,000/m2; the temporary rental price is VND 91,700/m2/month; the temporary rental price is VND 312,860/m2/month, the rental period is 5 years. The above price is only temporary, the official price will be approved by the investor according to current regulations.
The time to receive registration documents for purchase, lease, and lease-purchase is from November 17, 2025 to January 3, 2026 (excluding Saturdays, Sundays and holidays).
Morning from 8am to 11:30am, afternoon from 1:30pm to 5pm. It is expected to sign a social housing sale and purchase contract in the first quarter of 2026 and hand over the apartment in the fourth quarter of 2026.
The registration dossier for purchasing, renting, and leasing social housing is implemented in accordance with the provisions of the 2023 Housing Law, Decree 100/2024/ND-CP, Decree 261/2025/ND-CP and guiding circulars of the Ministry of Construction, the Ministry of Public Security and the Ministry of National Defense.
People can submit their application at the Center for Culture - Information - Sports of Thien Loc commune, Hanoi city.
To ensure objective and effective document inspection, each investor consortium plans to receive 50 sets of documents per day; in case of early processing, the unit will collect additional documents to support those in need.
