Voters of Ham Liem commune, Lam Dong province expressed their excitement when the information about the cancellation of the construction permit was released. Request the competent authority to soon have specific regulations on cases where construction permits are not required.
After studying, the Ministry of Construction would like to answer as follows:
Currently, cases of exemption from construction permits have been stipulated in Clause 2, Article 89 of the 2014 Construction Law.
Following the direction of the Government in Resolution No. 247/NQ-CP dated August 22, 2025 and the Prime Minister in Official Dispatch No. 133/CD-TTg dated August 12, 2025, the Ministry of Construction is actively completing the draft revised Construction Law; including proposing and supplementing cases of construction permit exemption and simplifying construction permit procedures.
The Law is expected to be submitted by the Government to the National Assembly for approval at the 10th session of the 15th National Assembly. The draft Law has now been widely consulted, the Ministry of Construction requested the National Assembly Delegation of Lam Dong province to pay attention and contribute opinions to complete the draft Law.
