The Ministry of Construction responds to this issue as follows:
According to current regulations, cases of exemption from construction permits are specifically regulated in Clause 2, Article 89 of the 2014 Construction Law (amended and supplemented in Clause 30, Article 1 of the Law amending and supplementing a number of articles of the Construction Law).
The conditions for starting construction are stipulated in Article 107 of the 2014 Construction Law (amended and supplemented in Clause 39, Article 1 of the Law amending and supplementing a number of articles of the Construction Law). I suggest that you study and implement it in accordance with regulations.
The completion of the project to be granted a Certificate is carried out in accordance with the provisions of the law on land. If necessary, it is recommended that you contact the competent land authority in your locality for instructions according to regulations.
