Realizing the Government's urgent goals
The project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021 - 2030" has achieved many positive results.
According to the Department of Housing and Real Estate Market Management (Ministry of Construction), in the first 9 months of 2025, the whole country is implementing 132,616 units, starting 73 new projects with a scale of 57,815 units; 50,687/100,275 units have been completed (reaching 50.5%). It is expected that by the end of the year, 38,600 more units will be handed over, reaching 89% of the 2025 plan.
Deputy Minister of Construction Nguyen Van Sinh said that this result comes from removing bottlenecks in legality and conditions for purchasing social housing. In addition to traditional investors, many private corporations have proposed new strategies, ready to "enter in", contributing to speeding up construction.
According to the Vietnam Institute for Real Estate Market Research and Evaluation (VARS IRE), to achieve the target of 100,000 units in 2025 and 1 million units in 2030, it is necessary to continue to improve the mechanism and issue breakthrough policies, in line with the growing housing demand.
Dr. Nguyen Van Dinh, Chairman of the Vietnam Real Estate Brokers Association, said: "The participation of the private sector in social housing development is an important solution to help increase supply, reduce supply-demand imbalances and control housing prices."
Vingroup builds more than 60,000 social housing units - " complements" for the housing market
Responding to the Government's strategy, Vingroup has registered to invest in 500,000 Happy Home brand social housing units, equivalent to 50% of the national target, and announced the implementation of a series of projects in 7 provinces and cities.
Of which, nearly 50,000 units are expected to be implemented in Hung Yen, Hai Phong, Ho Chi Minh City, Tay Ninh; nearly 11,000 units are under construction and on the market in Hai Phong, Thanh Hoa, Quang Tri, Khanh Hoa.
In Hai Phong, Vingroup opened Happy Home Trang Cat (Dinh Vu Economic Zone) - the largest social housing project in the city, with a scale of 3,804 apartments (28.870m2), including 27 7-storey apartment buildings with an area of 28.14 hectares. The project not only provides housing but also creates a modern living space for workers with 59 outdoor amenities: parks, flower gardens, sports areas, reading areas, yoga courts, camping areas...

In addition, in Duong Kinh (belonging to Vinhomes Golden City, Hai Phong), Vingroup plans to add 8,000 social housing units.
In Thanh Hoa, Happy Home Hac Thanh project is 9.2 hectares wide, including 18 9-storey buildings, providing 2,824 apartments (4571m2), integrating utilities such as landscape lake, park, playground, walking street, sports area, near cultural center and school. The project has been opened for sale twice in 2025.
In Quang Tri, Happy Home has a scale of 11.547 hectares, including 142 low-rise houses (75163.9m2), 3 floors high, has been completed and is expected to open for sale in November 2025.

In Khanh Hoa, Vingroup is implementing Happy Home Bac Cam Ranh, with an area of 87.64 hectares and a scale of 4,140 social housing units. The Group also plans to develop 5,500 apartments in Hung Yen, 31,50033,500 apartments in Ho Chi Minh City and 2,300 apartments in Tay Ninh.
