The Hanoi Department of Agriculture and Environment has just submitted a draft on the development of the first land price list to be announced and applied from January 1, 2026.
According to the proposal, the new land price list in Hanoi is expected to have the highest price of up to more than 702 million VND/m2, applied to location 1 (road surface) on streets in the central area of the old Hoan Kiem district.
Although the land price in this area is proposed to be at a very high level, the price fluctuation is not strong, only increasing by about 2% compared to the current price list.
More surprisingly, residential land prices are proposed to increase sharply, concentrated in suburban communes of Hanoi.
Of which, area 9 (including communes of Lien Minh, O Dien, Dan Phuong, Hoai Duc, Duong Hoa, Dong Son, An Khanh) had the highest increase, about 26%. The highest land price in this group is 64.7 million VND/m2, applied to location 1 on National Highway 32 (from the border with Xuan Phuong Ward to the intersection into Kim Chung - Di Trach urban area).
The average land price in location 1 of area 9 reached 30.4 million VND/m2, up from the current 26.8 million VND/m2.
Area 7 (including 9 communes of Tien Thang, Yen Lang, Quang Minh, Me Linh, Phuc Thinh, Thu Lam, Dong Anh, Vinh Thanh, Thien Loc) and area 10 (including 12 communes of Dai Thanh, Thanh Tri, Ngoc Hoi, Nam Phu, Binh Minh, Tam Hung, Thuong Tin, Hong Van, Thanh Oai, Dan Hoa, Thuong Phuc, Chuong Duong) with a proposed increase of 25%.
Area 8 includes communes within the boundary of the Red River - Duong River - Ngu Huyen Khe River - Ring Road 3 - Hanoi - Thai Nguyen Expressway (belonging to Phu Dong, Thuan An, Gia Lam, Bat Trang communes) with proposed land prices to increase by 24% compared to the current price list.
Of which, the highest land price in this group is more than 85 million VND, applied to location 1 on Ha Huy Tap Street; the area with the lowest price at location 1 also costs more than 12 million VND on Kim Lan - Van Duc routes (the intersection of Road 179 with the Van Duc - Kim Lan inter-commune road to the end of Trung Quan village). The average land price in area 8 is 38.8 million VND.
Area 13 includes communes bordering area 12 located outside the boundary of provincial road 87, including 8 communes of Minh Chau, Quang Oai, Vat Lai, Co Do, Bat Bat, Suoi Hai, Yen Bai, Ba Vi. Land prices in this area have also increased by 20% compared to the current land price list.
National Highway 32, the section from the intersection with DT 412 road to the end of Quang Oai commune, has the most expensive land price of up to 17.7 million VND at VT1 location, the cheapest land price is 4.5 million VND in the area of Provincial Road 414C: From the border of Suoi Hai commune to point 1 of Da River dike in Bat commune.
According to the report of the land price list consulting unit, the trend of investing in land in suburban areas, areas with planning to become districts or near the belt line has increased again, along with planning information and population shifting, leading to strong differentiation between areas.
The adjusted land price list will be used as a basis for calculating compensation, determining resettlement land prices, calculating land use tax, personal income tax from land use rights transfer and adjusting related fees and charges.
For people, if real estate transactions have lower prices than the published price list, the management agency can consider the legality of the transaction. Although legal, taxes and fees are still calculated according to the minimum price in the new land price list.
