The Hanoi People's Committee has just issued a decision on handing over 16,344.6m2 of land (phase 1) to Phu Thuong Ward to the Hanoi Western Urban Investment and Development Joint Stock Company (representing a joint venture investor between the Hanoi Western Urban Investment and Development Joint Stock Company and Nam Son Invest Urban Joint Stock Company) for the implementation of a housing project for the People's Public Security armed forces (social housing for police officers and soldiers) in area X1.
The allocation of land to implement a housing project for the People's Public Security armed forces in Zone X1 according to the investment policy approved by the Minister of Public Security in Decision No. 6842/QD-BCAH02 dated August 8, 2025.
Of the total area of 16,344.6m2 of land, there are:
- 8,956.7m2 of land to build social housing for police officers and soldiers
+ Land use purpose: Urban residential land.
+ Land use term: Project investors are allowed to use land for 50 years from the date the City People's Committee signs the land allocation decision; apartment owners are granted a Certificate of land use rights and ownership of assets attached to land for apartment areas and common land areas specified in Point a, Clause 3, Article 92 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government for a long-term stable term.
+ Land allocation form: The State allocates land with land use fees; the investor is exempted from land use fees according to the provisions of Clause 2, Article 85 of the 2023 Housing Law and Clause 3, Article 18 of Decree No. 103/2024/ND-CP dated July 30, 2024 of the Government.
- 1,760.6m2 of land for commercial housing construction
+ Land use purpose: Urban residential land.
+ Land use term: Project investors are allowed to use land for 50 years from the date the City People's Committee signs the land allocation decision; apartment owners are granted a Certificate of land use rights and ownership of assets attached to land for apartment areas and common land areas specified in Point a, Clause 3, Article 92 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government for a long-term stable term.
+ Land allocation form: The State allocates land with land use fees.
- 5,627.3m2 of land to open a road according to the plan with a temporary entrance to the project
+ Land use purpose: Land used for public purposes not for business purposes.
+ Land use term: The investor is allowed to use land to invest in construction works according to the approved project schedule; the investor is responsible for investing in synchronous construction according to the approved project investment policy and construction planning, after completing the project, it will be handed over to the local government and specialized management agencies according to regulations.
Regarding the land allocation method, the Hanoi People's Committee said that the state allocates land without auctioning land use rights, not bidding to select investors to implement projects using land, and according to the provisions of Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on a number of specific mechanisms and policies for social housing development.
Limitations in land users' rights: Investors are responsible for implementing construction investment according to approved project investment policies and construction planning, ensuring compliance with the provisions of Clause 3, Article 210 of the 2024 Land Law, Decree 56/2018/ND-CP dated April 16, 2018 of the Government.
