Binh Duong Provincial Inspectorate has conducted an inspection and issued a notice of inspection conclusion on planning and implementation of construction planning in the period 2015-2022 at Binh Duong Department of Construction. During this period, the Department of Construction advised the Provincial People's Committee to approve 20 new planning projects.
Binh Duong Provincial Inspectorate has selected 2 planning projects appraised by the Department of Construction, including the Lai Uyen Urban Master Plan until 2030, Bau Bang District, Binh Duong Province, with Bau Bang District People's Committee as the investor.
The previous planning site was mainly agricultural land, with a large land area of up to 8,835 hectares. The target population by 2020 is 90,000 people.
Through inspection, Binh Duong Provincial Inspectorate discovered many shortcomings of related units when implementing this planning project.
Accordingly, the planning project documents did not clearly state whether the capital source used from the budget was public investment or career capital as prescribed. The People's Committee of Bau Bang City explained that the capital source for planning was career capital.
Bau Bang District People's Committee has not yet organized to collect full opinions from agencies, organizations, individuals and residential communities on planning tasks and planning projects as prescribed.
Bau Bang District People's Committee also did not have a document summarizing comments, explanations, acceptance, and reporting to competent authorities for consideration before deciding to approve according to regulations.
Regarding the content of the planning project, the Binh Duong Provincial Inspectorate also pointed out that the basis for establishing the planning project did not specifically show the source of documents and data on the local socio-economic situation and related sectors, which is not in accordance with regulations.
The project also does not have data to calculate traffic volume, vehicle density, determine road characteristics and right-of-way, plan the traffic network for the area, and public transport.
The district People's Committee has not yet updated and explained some issues raised by the industry. Notably, the explanation of the scientific basis for population growth has not been shown in the planning project.
Regarding the organization of planning implementation, Bau Bang District People's Committee has not yet prepared, approved the documents and organized the implementation of marking in the field according to regulations. Bau Bang District People's Committee explained that due to insufficient capital allocation, it has not been implemented.
Regarding the responsibility of the Binh Duong Department of Construction, the Provincial Inspectorate pointed out that the Department organized the appraisal and submission for approval at the same time of the task and the Lai Uyen Urban Master Plan project, which was not in accordance with the prescribed procedures.
The Provincial Inspectorate requested the Provincial People's Committee to request the Department of Construction to organize a review of relevant collectives and individuals, and rectify and overcome a number of shortcomings in the appraisal and approval of construction planning.
At the same time, direct the People's Committee of Bau Bang district to review and learn from the collectives and individuals who have committed the above shortcomings.
