Strengthening market control and regulation
The plan was issued by the Ministry of Construction with the aim of implementing the Prime Minister's instructions to healthy the real estate market and promote the development of social housing. This is considered an important step in the context of the real estate market facing many challenges, from liquidity issues, supply structure to people's ability to access housing.
According to the plan, the Ministry of Construction will coordinate with relevant ministries and branches to review and adjust policies to stabilize the market. Key solutions include ensuring market transparency; strengthening inspection and examination work; strictly handling violations of the law in the real estate sector.

The Ministry will also closely monitor the project implementation, ensure progress and quality, and avoid project delays or abandonment causing waste of land resources.
In addition to controlling the market, one of the important tasks set by the Ministry of Construction is to strongly promote the social housing development program. This plan includes reviewing and amending regulations to remove difficulties for businesses participating in investing in this segment, while supporting low-income people to access housing.
The Ministry of Construction will also work with localities to speed up the implementation of social housing projects, ensuring to meet the actual needs of the people. The preferential mechanism for credit, land and administrative procedures will continue to be improved to create more favorable conditions for businesses and home buyers.
Reforming administrative procedures, improving transparency
One of the key contents of the document issued by the Ministry of Construction is reforming administrative procedures in the real estate sector. The application of technology in construction management and licensing will be promoted to reduce time for processing documents, increase management efficiency and make the project appraisal process transparent.
The Ministry also requires simplifying the licensing process and shortening approval time to facilitate businesses and people to access public services quickly and effectively.
The Ministry of Construction emphasized: "Publishing and transparently informing about planning, land funds, and investment calling project categories is a necessary solution to reduce speculation, towards a stable and healthy investment environment".
The goal of the plan is not only to solve immediate problems but also to build a sustainable, healthy real estate market that is balanced between supply and demand. With the drastic participation of the Government, ministries, branches and localities, the real estate market is expected to gradually recover, creating momentum for socio-economic development in the coming time.
