Pursuant to Point b, Clause 2, Article 55 of the 2023 Housing Law, the specific housing development method for individuals is regulated as follows:
Article 55. Personal housing development methods
1. Individuals in rural areas can build houses according to the following methods:
a) Self-organizing the construction or hiring another organization or individual to build or being supported by another organization or individual to build a house;
b) Hiring units and individuals with the capacity for construction activities to build houses in cases where the law on construction requires units and individuals with the capacity to carry out construction;
c) Cooperating to help each other build houses.
2. Individuals in urban areas shall build houses according to the methods specified in Point a and Point b, Clause 1 of this Article and the following methods:
a) Cooperation to renovate and embellish urban areas, including houses or to renovate and rebuild apartment buildings according to the provisions of this Law;
b) Cooperate to help each other build houses by contributing land use rights, capital, labor, materials and efforts of members of the cooperative group.
Members of the cooperative group must agree on how to contribute land use rights, capital, labor, materials, efforts, implementation time, rights and obligations of members and commit to implementing the agreement of the cooperative group.
Accordingly, individuals in urban areas build houses by cooperating to help each other build houses by contributing land use rights, capital, labor, materials and efforts of members of the cooperative group.
Thus, individuals can build houses by cooperating to help each other build houses by contributing land use rights in urban areas.
