The project to build a traffic intersection between road No. 1 belonging to the project to invest in building a traffic road surrounding the Chu Van An memorial area with road 70 (Phan Trong Tue street) has been unfinished for many years due to site clearance problems.
According to the landmark determination record dated December 5, 2025 of the Hanoi Department of Agriculture and Environment, for Ha Dong ward, the area of land recovered for project implementation is 21,101.7m2.
The Ha Dong Ward Investment - Infrastructure Project Management Board proposes to apply land prices according to Decision No. 89/2026/QD-UBND dated February 2, 2026 of the Hanoi City People's Committee promulgating the determination of the land price adjustment coefficient K=1 for land types issued together with Resolution No. 52/2025/NQ-HDND of the City People's Council as a basis for calculating compensation and support when the State recovers land.
According to statistics from the Project Management Board - Infrastructure of Ha Dong ward, there are 3 households with residential land area recovered over 80.0m2, eligible for resettlement with land with an area equal to the residential land area recovered not exceeding the maximum residential land allocation limit of 180.0m2.
There are 14 elderly people with residential land area recovered under 80m2, eligible for resettlement with land with an area equal to a minimum area of 80.0m2.
A case is seeking resettlement opinions.
Regarding compensation for asset relocation costs: 9 households and individuals whose entire residential land area was recovered and had to relocate are compensated for asset relocation costs. The compensation level is 10,000,000 VND/land user.
There are 10 households and individuals whose entire residential land area has been recovered, but they do not live at the land clearance address, do not have to move to another place, so they do not receive this support.
Regarding bonuses for the progress of land handover in accordance with regulations: For 19 land users whose residential land was completely recovered, it is tentatively calculated that land users who have received compensation and support money for handover of land in accordance with regulations will be rewarded 10,000,000 VND/land user.
Support for moving temporary residence locations: The time of support and the level of support for temporary housing rental support are calculated from the time the household hands over the land to when they receive resettlement land. Therefore, this support is considered and calculated additionally later (if any).
Regarding accuracy and legality: Households and individuals are responsible for dossiers, testimonies and commitments before the law related to compensation, support and resettlement plans.
The Economic, Infrastructure and Urban Department is fully responsible for the content of information provided and the dossiers and documents provided by the unit.
The Project Management Board is not responsible for the contents in the documents and papers in the dossier that have been approved, appraised, approved or resolved previously by other competent agencies or persons according to the provisions of Article 224 of the Land Law.
Regarding funding sources: The project investor is responsible for issuing according to regulations. The Investment - Infrastructure Project Management Board requests the Economic, Infrastructure and Urban Department to appraise and submit to the Ward People's Committee for approval according to regulations.
