Many people have accessed these addresses to find out information about road opening, housing area planning or whether business activities are in the planning area or not.

Representatives of the Hanoi Department of Planning and Architecture affirmed that data from the above-mentioned search sources are completely unofficial and have not been verified by competent authorities. This information is often unfounded, incomplete, even just options that are in the research process, not yet the final approved option.
According to Mr. Trinh Quang Dung - Head of Planning, Architecture and Urban Management Department (Hanoi Department of Planning and Architecture), information spreading on social networks is mainly self-announced by businesses. Although some content has a certain basis, it is not official.
One of the common misunderstandings today is that many people use the Capital Master Plan as a basis for making decisions related to real estate.
Director of Hanoi Department of Planning and Architecture - Mr. Ky Anh - said that the 100-year vision of the Capital Planning is mainly strategically oriented, serving state management and long-term development planning, not a tool for people to directly check information about a specific house or land plot.
In fact, the master plan only determines the general development orientation. Detailed information related to each land area will be shown in the zoning plan and detailed plan. Therefore, the leader of the Department of Planning and Architecture affirmed that this plan does not directly serve people's needs such as buying and selling houses and land or carrying out procedures for issuing land use right certificates.

Notably, through initial inspection, functional agencies recorded cases of outsiders infiltrating and installing software overlapping the system of the Department of Planning and Architecture to exploit data incompletely and illegally disseminate it.
According to current regulations, the act of spreading false information may be fined from 10 to 20 million VND.
To ensure rights and avoid being abused, functional agencies recommend that people should only look up planning information through official channels.
For online forms, people can access the Electronic Information Portal of the Hanoi Department of Planning and Architecture to look up approval decisions and planning projects; and carry out procedures through the online public service system of the Public Administrative Service Center.
In a direct form, people can go to the People's Committee of the commune or ward where they reside or request the Department of Planning and Architecture to provide information.
On the 4th floor of the Hanoi Museum, an interactive screen has been installed to serve people to freely look up zoning planning projects, which are in the trial operation phase.
Regarding the long-term roadmap, the Hanoi Department of Planning and Architecture is completing the official lookup software and is expected to publicize it in November 2026. The planning database management system will be standardized and widely publicized in December 2026, creating conditions for people to look up information more accurately and conveniently.
