On the morning of July 9, the 2nd session of the Khanh Hoa Provincial People's Council continued the working program with a question-and-answer session.
One content that many delegates are interested in is the slow issuance of land use right certificates in many urban areas in Nha Trang.
Asking questions, Ms. Nguyen Thi Thanh Tinh - Legal Affairs Committee of Khanh Hoa Provincial People's Council - said that people in urban areas such as VCN Phuoc Hai, VCN Phuoc Long, My Gia, Le Hong Phong 1 and Le Hong Phong 2 have built houses and completed financial obligations many years ago.
However, to date, a land use right certificate has not been issued.
The delegate requested the Director of the Department of Agriculture and Environment to clarify the causes, responsibilities, and remedial roadmap.
Answering questions, Mr. Nguyen Duy Quang - Director of the Department of Agriculture and Environment of Khanh Hoa province - said that there are many reasons leading to the delay in issuing land use right certificates.

According to Mr. Quang, in the process of implementing urban area projects, many investors have adjusted planning and changed designs many times.
He cited that the VCN Phuoc Hai urban area project had to adjust the planning up to 6 times, while other urban areas also adjusted from 3 to 5 times. The continuous adjustment of the planning has prolonged the process of determining land prices.
Meanwhile, according to regulations, projects are only considered for land use right certificates after the investor fully fulfills financial obligations to the State.
In addition, the work of re-determining land prices also faces many difficulties due to the limited number of consulting units participating, and land price determination dossiers have to be supplemented and completed many times.
To remove obstacles, the Department of Agriculture and Environment has strengthened officials to participate in determining and controlling land prices; and at the same time working directly with consulting units to accelerate the progress of land valuation.
Regarding the planning adjustment, the Department of Agriculture and Environment will coordinate with relevant sectors to urgently complete the approval to serve as a basis for determining land prices for urban areas.
After the investor completes its financial obligations, the Department will submit to competent authorities for consideration and issuance of land use right certificates to organizations and people.
