On August 14, the Department of Culture, Sports and Tourism of Can Tho City issued a document responding to the issue raised by Lao Dong Newspaper at a meeting of press and radio agencies in the second quarter of 2025.
Accordingly, regarding the regime and policies for cadres, civil servants and public employees to Can Tho to work at the new administrative center after the merger, the Department of Culture, Sports and Tourism received Official Letter No. No. 235 dated July 25, 2025 from the Department of Construction to answer questions from Lao Dong Newspaper as follows:
In the context of the rearrangement of provincial-level administrative units, many cadres, civil servants, public employees and workers have been transferred from Hau Giang and Soc Trang to the new administrative center in Can Tho City. Stabilizing housing for this group of subjects becomes extremely urgent. Can Tho City has implemented a series of special incentive policies to create maximum conditions for officials and civil servants to access social housing.
From June 1, 2025, the Department of Construction has coordinated with investors to review, review and resolve social housing policies for civil servants, public employees and workers who will move to Can Tho City to work. 39 people have been approved for the list of social housing buyers. There are currently 59 dossiers in the process of collecting final opinions.
In Can Tho city, the social housing fund currently has about 250 apartments available for handover to users. Regarding the conditions for purchasing social housing, cadres, civil servants, public employees and workers who do not have houses owned by the locality where the project is implemented or have houses but have an average area of less than 15 m2/person can still register to buy. Regarding income, the applicable rate is not more than 15 million VND/month for single individuals and not more than 30 million VND/month for married people.
The Department of Construction is studying a special mechanism to allow cadres and civil servants who already own houses but are far from their workplaces to also enjoy social housing purchase policies, based on Resolution No. 201/2025/QH15 of the National Assembly on piloting specific mechanisms and policies for the development of social housing funds.
Currently, Can Tho City is applying many policies on social housing purchase interest rates according to the regulations of the State Bank. The Can Tho City Branch of the Social Policy Bank is applying a low-interest loan policy when purchasing social housing. In addition, commercial banks have implemented additional preferential credit packages for civil servants and public employees to borrow capital to buy social housing, repair or renovate houses.
The group of civil servants, public employees and workers under 35 years old are entitled to preferential loans with an interest rate of 6.6%/year, a maximum loan term of 25 years, and a maximum loan limit of 80% of the value of the house purchase contract.
Previously, Lao Dong Newspaper raised questions at a meeting of Newspapers and agencies in the second quarter of 2025 regarding Can Tho City's housing solutions for cadres, civil servants and public employees from Hau Giang and Soc Trang to work in Can Tho; travel support policies, accommodation and preferential policies for purchasing social housing.
Director of the Department of Construction of Mai Van Tan City said that the Department has compiled the housing needs of 87 cadres with titles of Deputy Director of the Department and equivalent or higher, out of a total of 28 Directors and 112 Deputy Directors.
The Department of Construction has proposed renovating and repairing the Southwest Guest House, Guest House No. 2 and the row of rooms behind the Can Tho City Party Committee headquarters, expected to have a total of 149 rooms. The investment procedures have been completed, expected to be submitted for approval in the fourth quarter of 2025 and construction to be held in the first quarter of 2026, construction time is about 6 months, completed and put into use in September 2026.
In addition, the Department of Construction also proposed to repair 27 houses in apartment complex 91B, with a construction period of about 1 month; to reclaim 5 public housing units that have been retired or transferred to communes and wards.
In terms of long-term demand, Can Tho City will build new public housing with about 310 apartments from the budget of about 365 billion VND according to Resolution 92 dated June 27, 2025 of the City People's Council and Decision 1672 of the City People's Committee approving the Housing Development Program to 2030. The Department of Construction will coordinate with relevant departments and branches to determine land location, capital plan and implement investment in the period of 2026 - 2030.
