On the afternoon of July 30, at the press conference for the second quarter of 2025 organized by the People's Committee of Can Tho City, Director of the Department of Construction of Mai Van Tan City informed about the housing settlement for cadres, civil servants, and public employees from Hau Giang and Soc Trang to Can Tho and preferential policies for purchasing social housing.
According to Mr. Tan, the Department has compiled the housing needs of 87 cadres with titles from Deputy Director of the Department and equivalent or higher, out of a total of 28 Directors and 112 Deputy Directors. The continued review and synthesis of demand is being carried out, as a basis for advising the City People's Committee to implement specific plans.
Regarding public housing, the Department of Construction has proposed renovating and repairing the Southwest Guest House, Guest House No. 2 and the row behind the Can Tho City Party Committee headquarters, expected to have a total of 149 rooms. The City People's Committee has assigned the Management Board of Investment and Construction of Civil and Industrial Works as the investor. The investment procedures have been completed, expected to be submitted for approval in the fourth quarter of 2025 and construction to be held in the first quarter of 2026, with a construction period of about 6 months, completed and put into use in September 2026.
In addition, the Department also proposed to repair 27 apartment buildings in apartment complex 91B, with a construction period of about 1 month; to reclaim 5 public housing units where officials have retired or transferred to communes and wards.
For long-term needs, the city will build new public housing with about 310 apartments from the budget of about 365 billion VND according to Resolution 92 dated June 27, 2025 of the City People's Council and Decision 1672 of the City People's Committee approving the Housing Development Program to 2030. The Department of Construction will coordinate with relevant departments and branches to determine land location, capital plan and implement investment in the period of 2026 - 2030.
Regarding social housing policies, Mr. Tan said that Can Tho City currently has 4 projects being implemented in the central area, the projects are completing legal documents. People in need will submit documents, the Department of Construction will consider and approve them in accordance with regulations.
Regarding the criteria, social housing buyers must not have a house, with a minimum floor area of 15m2/person. Personal income is not more than 15 million VND/month and not more than 30 million VND/month for married people.
The Department of Construction has proposed a policy to support cadres and civil servants who have houses in Soc Trang and Hau Giang but work in Can Tho (about 30km away) to participate in buying social housing. This policy is being appraised by the Department of Justice.
In addition, Can Tho City is also applying preferential policies on interest rates for purchasing social housing according to State regulations to support people to stabilize their housing.
