Can Tho City People's Committee has just issued Directive No. 03/CT-UBND on promoting the management and use of public assets after implementing the arrangement and reorganization of administrative units at agencies, organizations and units in the city.
According to the Directive, implementing policies on reorganizing specialized agencies under the People's Committees at the provincial and district levels; merging provinces and cities; not organizing district-level, merging commune-level and building a model of local government at both levels faces many difficulties and inadequacies, especially in the arrangement, arrangement and handling of headquarters, projects, works and facilities.
To ensure effective, economical use, compliance with legal regulations and prevent loss, waste, and corruption, the Chairman of the City People's Committee requested departments, branches, People's Committees of wards and communes to strictly implement the Law on Management and Use of Public Assets and related regulations.
In particular, units must develop, promulgate and submit the Regulations on management and use of public assets before January 31 every year; review and develop a plan to rearrange houses and land in accordance with the provisions of Decree 03/2025/ND-CP. Exploitation of public assets for the purpose of leasing, joint ventures, and associations must be planned and information must be transparent.
The City People's Committee assigned the Department of Finance to preside over, coordinate inspection, supervision, and synthesize reports on the use of public assets. In case the unit does not report or does not report on time, the State Treasury may temporarily suspend payment of related expenditures and not allocate the asset procurement budget for the following year.
In addition, updating public asset fluctuations must be done regularly on specialized management software. Units must complete legal documents on land and headquarters; publicize public assets formed and exploited within the management scope within 30 days as prescribed.
