Hanoi - The water of the Cau River rose near the right bank of the Cau, causing flooding for hundreds of households in Da Phuc commune, many of whom had to evacuate to safety.

Due to the influence of storm No. 11 ( Matmo), prolonged heavy rain caused the water level of Cau and Ca Lo rivers to rise rapidly, causing serious flooding in many riverside residential areas in Da Phuc commune (Hanoi city).

By the afternoon of October 10, the flood level here was still recorded to be high, exceeding alert level 3, threatening the safety of the dyke and people's lives.

Ms. Do Thi Thu (40 years old, Ngo Dao village, Da Phuc commune) said that even though they are in high places, water still overflows into their houses, many places flow rapidly into the river. Last year, Typhoon Yagi caused floodwaters to rise rapidly, but this area was not heavily flooded.

"This year, the water has been overflowing, everywhere is widespread, up to the abdomen and chest, all daily activities are almost paralyzed," said the 40-year-old woman.

The rising water of the Cau River submerged many level 4 houses, inundating the basements and first floors of high-rise buildings in Ngo Dao village.

On the afternoon of October 10, this area still had no power and the water had not receded. Many households have to rely on the meals and drinks provided by charity groups.

According to statistics from the People's Committee of Da Phuc commune, the total agricultural production area was flooded up to 978 hectares, including more than 547 hectares of rice in the fields and 431 hectares outside the river.

Many dikes, canals and irrigation culverts were eroded and collapsed. In particular, the Ta Ca Lo dike has 3 major landslides at locations K17+700, K8+270 and K24+300, of which the K24+300 point is located close to the area where the incident occurred in 2024.

On the Huu Cau dike, the 7.5km section from K18+500 to K26+00 has experienced overflows. In addition to the main dike, 11.9km of dykes and embankments were completely flooded.

Faced with the complicated situation, the local government has activated all emergency response plans. The commune has mobilized more than 10,600 people, along with 34 cars, 4 excavators, 60,000 soil sacks, 3,000 m3 of soil and 30,000 m2 of anti-flood tarpaulins to reinforce the dike and prevent landslides.

All Tan Hung, Cam Ha II, Tang Long and Tien Tao pumping stations are operating at maximum capacity to drain water, reducing water levels in the fields.

More than 1,500 households living outside the dike had to be urgently evacuated, with about 6,500 people being evacuated to safe places such as cultural houses, schools, and health stations.

Consecutive storms No. 8, 9.10 (Bualoi) and floods caused by the storm have killed, left missing, and injured 165 people; many houses and production and business establishments have had their roofs blown off and suffered heavy damage. People across the northern mountainous provinces and the central provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
