Urgently need 3,200 billion VND to resettle and compensate for Ninh Thuan nuclear power project

On June 4, the People's Committee of Ninh Thuan province said it had reported on the implementation status of the Nuclear Power Plant project.

As of the end of May 2025, the total area subject to recovery of the 2 Nuclear Power projects in Ninh Thuan is 1,279.52ha/1,288 households, with a total of 4,911 people.

After reviewing many contents of the Migration and Resettlement Project for nuclear power plant projects in Ninh Thuan approved by the Prime Minister in 2015, they are no longer suitable.

Ninh Thuan province believes that it is necessary to adjust and closely follow reality, especially resettlement areas that need to adjust the scale and nature according to the recommendations of localities where nuclear power plants are located.

Meanwhile, in this case, it is necessary to adjust the project, according to the current competence, it must be submitted to the Prime Minister for approval of adjustments, through the State Evaluation Council for evaluation according to regulations. This will have to be fully implemented the process of consulting the members of the appraisal council, failing to meet the project's progress requirements, not ensuring the progress of completing compensation and site clearance in 2025 according to the direction of the Prime Minister assigned.

Currently, Ninh Thuan province is conducting an inventory and re-determining the actual number of households in the project area that need to be relocated, compensation prices and construction costs for component projects of the two nuclear power plant projects, thereby determining the total preliminary investment at about VND 12,391,983 billion.

Ninh Thuan province also found that the area of the quarantine area from the factory fence that had to be cleared was 500m.

Through a preliminary review of Thuan Nam and Ninh Hai districts, if an additional 500m is cleared, it will greatly affect the relocation and resettlement projects of nuclear power plant projects in Ninh Thuan.

Specifically, the reclaimed area will increase by about 598.5 hectares ( factory 1 will increase by 311.5 hectares/1,500 hectares in Son Hai 1 village; Factory 2 will increase by 287 hectares); increase compensation costs estimated at about VND 12,100 billion.

In the immediate future, Ninh Thuan province needs about VND3,200 billion to carry out tasks related to resettlement and site clearance through the nuclear power plant project.

Therefore, Ninh Thuan province proposed that the Prime Minister direct the Ministry of Finance to soon arrange central budget capital in 2025 to implement the Migration and Resettlement Project of Ninh Thuan nuclear power plant projects, in which the immediate demand is 3,200 billion VND.

In addition, to speed up the implementation of the Ninh Thuan Nuclear Power Project, the locality proposed that the Prime Minister agree to allow the separation of compensation, support, resettlement, and site clearance content into a component project.

The province proposes the Prime Minister to authorize the Chairman of Ninh Thuan People's Committee to approve the project, design, construction cost estimates and settle construction investment capital according to the Construction Law; Approve the contractor selection plan according to the Bidding Law.

This is to help localities proactively implement the project without having to wait for approval to adjust the investment policy, approval to adjust the project according to the new proposal of EVN and PVN.
