On October 23, on behalf of the Government, Minister of Natural Resources and Environment Do Duc Duy presented a report on submitting to the National Assembly a decision on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.
According to Minister of Natural Resources and Environment Do Duc Duy, the 10th Central Conference of the 13th tenure has agreed on the policy of implementing the North-South high-speed railway project before 2030 with a land use requirement of about 10,827 hectares. The Government is completing the dossier and submitting it to the National Assembly for consideration and decision on the investment policy at this session.
Along with that, many important national infrastructure projects have been and are being prepared for investment in the period from now to 2030, so it is necessary to arrange additional land funds to ensure the goals decided by the National Assembly.
According to the provisions of the 2024 Land Law and Decree No. 102, the Government will submit to the National Assembly adjustments to the National Land Use Plan with the main contents including adjusting 8 land use indicators.
Accordingly, these indicators include agricultural land, including rice-growing land, special-use forest land, protective forest land, production forest land that is natural forest; non-agricultural land, including national defense and security land.
The Government emphasized that the calculation and determination of 8 land use indicators in the adjusted National Land Use Plan this time requires a thorough review and balancing of land use indicators of sectors, fields and localities.
In particular, priority is given to allocating land for national defense and security purposes, stabilizing rice-growing land to ensure national food security, strictly managing forest land, maintaining forest cover to contribute to protecting the ecological environment, responding to climate change and achieving sustainable development goals.
The Government proposes to include this content in the Joint Resolution of the 8th session.
Examining this content, Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that the Government's proposal to adjust the National Land Use Plan is in line with the National Assembly's requirements, especially in the context that our country is preparing to implement a number of important national projects (High-speed railway project on the North-South axis).
