On July 5, according to PV's investigation, Cao Bang Provincial People's Committee has just issued new regulations on administrative procedures in the field of land, aiming to simplify procedures, promote the application of information technology and create more convenience for people and businesses when carrying out related procedures.
According to regulations, administrative procedures are built in the direction of publicity, transparency, reducing implementation time and costs.
For mountainous communes, border areas, and areas with difficult socio-economic conditions, the resolution time is extended by a maximum of 10 working days to suit the actual conditions.
The new regulations provide detailed guidance on the procedures for land recovery, land allocation, land lease, land use purpose conversion, land registration and issuance of Certificates of Land Use Rights.

In which, the time to resolve registration and issue the Certificate for the first time is a maximum of 20 working days; registration of changes is no more than 8 days; re-issuance is no more than 5 days and re-issuance due to loss is a maximum of 10 working days, not including the time to fulfill financial obligations and related procedures as prescribed.
People can submit applications directly at the One-Stop Shop, through postal services or on the National Public Service Portal.
The regulation also encourages the rotation of electronic dossiers in determining financial obligations, contributing to promoting digital transformation, shortening processing time and improving transparency in resolving land procedures.
The promulgation of new regulations is expected to improve the efficiency of state management of land, while creating a favorable administrative environment, meeting the requirements of administrative procedure reform and serving people and businesses better and better.
Previously, according to a report from the Office of Cao Bang Provincial People's Committee, in the first 6 months of 2026, Cao Bang has reduced the time limit for resolving 291 administrative procedures to improve the investment environment. The whole province currently has 2,071 administrative procedures, of which 100% are carried out regardless of administrative boundaries.
Agencies in the area have received 107,164 dossiers, nearly 74% of which were submitted online; 92,775 dossiers have been resolved, mainly correctly and ahead of schedule. However, the land sector is still a bottleneck with 9,361 overdue dossiers.
