The Department of Construction of Cao Bang province is coordinating with relevant units to review and adjust the planning of minerals as ordinary building materials to handle inadequacies in the area of mines, auxiliary areas and overlapping with other sectoral plans.
According to assessments, in the process of implementing the Provincial Plan for the period 2021-2030, vision to 2050, many shortcomings have been revealed such as overlapping with land and forestry planning; small-scale mines, lack of area for exploitation and processing.
Some mines are not suitable for reality, causing difficulties for businesses, while large-scale concentrated construction material production areas have not yet been formed.
In March 2026, the Department of Construction coordinated with the Department of Agriculture and Environment and consulting units to organize many reviews and overall assessments of mineral mines for construction materials such as stone, sand, gravel, soil and clay.
Through review, the units proposed to expand the scale for mines with potential for effective exploitation; and at the same time remove mines that are no longer suitable, supplement new mines to meet the demand for construction materials in the period 2026-2030, with a vision to 2050.

Notably, the adjustment plan focuses on arranging a full area of auxiliary areas, completing connecting traffic infrastructure and ensuring safe distance from residential areas, towards developing industrial-scale mines, stable and long-term exploitation.
According to statistics, 204 mines have been reviewed, including 110 stone mines, 32 sand and gravel mines, 56 soil mines and 6 clay mines. Currently, the consulting unit is continuing to complete data, allocate land use targets, forest land and map systems to integrate into provincial planning.
It is expected that after adjustment and approval, the plan will fundamentally overcome the situation of overlap and fragmentation, contributing to improving management efficiency and meeting the demand for construction materials to serve the socio-economic development of the province in the coming period.
