The land price list of Thanh Hoa province is currently based on Decision 44/2019/QD-UBND and amended in Decision 45/2022/QD-UBND. However, from January 1, 2026, the land price list will be issued annually according to the new regulations of the 2024 Land Law.
According to Decision 44/2019/QD-UBND amended in Decision 45/2022/QD-UBND, the detailed table of specifically adjusted residential land prices is as follows:
In the city center of Thanh Hoa province, urban land prices on some main routes and wards and communes range from 42-65 million VND/m2. The sidewalks along Vincom area located in Dien Bien ward (old) in Thanh Hoa city are priced at 42 million VND/m2. The section from Trieu Quoc Dat to Le Loi Avenue alone lists the highest price when it is different from the remaining areas by 10-23 million VND/m2.
Sam Son ward is a key coastal tourist area with diverse types, areas, urban land prices ranging from 4-45 million VND/m2. The areas with prices of 4 million VND/m2 are the MBQH Internal Road of Dong Nhon Resettlement Area with a roadway width of 7.5m. The price exceeds 40 million VND/m2 for areas such as Ho Xuan Huong Street from Hai Ba Trung - Tran Nhan Tong Street, the section from Tay Son to Nam Le Thanh Tong, the section from Le Phung - Tay Son Street.
Some main routes in Hoang Hoa commune offer prices ranging from 2.5-7.5 million VND/m2. Land prices in the remaining areas are "softer", setting the residential land price from 600,000 - 7.5 million VND/m2.
Quang Xuong District (old) main traffic axis has land prices ranging from 4-12 million VND/m2. The highest price of 12 million VND/m2 is located on National Highway 1A from the border of Quang Thinh commune to the end of Quang Tan commune (old). The section passing through Quang Ngoc commune and Quang Van commune is simultaneously anchored at 4 million VND/m2. The remaining areas are located in communes and towns from only 500,000 VND/m2.
Nga Son commune is offering land for sale in the central area at 2.5-4 million VND/m2. Nga Yen area from National Highway 10 to Chien Hoa intersection has the lowest price of 2.5 million VND/m2. The section from Mr. Chien to the water plant, the section from the water plant to the end of Nga Yen land is listed at 4 million VND/m2.

Hau Loc commune, from the slope of My Loc - Dong Loc road to Khai Loan house adjacent to Cau Loc on My Loc - Thanh Loc - Dong Loc road, has a new price of 600,000 VND/m2. The price of 9 million VND/m2 belongs to the area from the head of the old Thuy Nong factory to the Nuoc Xanh bridge on National Highway 10.
The main traffic road in Nghi Son town has a fairly high land price when buyers have to spend from 7.5-13 million VND/m2 to own it in Tinh Gia ward on National Highway 1A. Meanwhile, other areas are only from 1.8-4.5 million VND/m2.
Nong Cong commune is spread across many communes and wards, with real estate land prices in areas ranging from 300,000-11 million VND/m2. Inner-city road (Ba Trieu Street) - old National Highway 45 from the road to the general hospital to the north of the old banana bridge, the next section from behind the old banana bridge to Ms. Thanh (third crossing of National Highway 45).
