Recently, through inspection and review of the area, the People's Committee of Duong Hoa commune discovered 34 construction works violating the construction regulations on agricultural land. The main violations are encroachment, arbitrary conversion of land use purposes to build solid works, erect steel frames, and roof corrugated iron with an area of 99m2 to 2,136m2, as warehouses and production areas, concentrated in Hoa Hop, Son Ha, Ninh Hiep 2, Ninh Hiep 3 villages...
Immediately after discovering the violating works, the Commune People's Committee made a record and requested the people to dismantle them themselves. However, due to many households' non-compliance, the commune has completed legal documents, issued enforcement decisions, sanctioned and applied remedial measures for 34 cases.
Vice Chairman of Duong Hoa Commune People's Committee Nguyen Trong Tan said that after implementing the correct process, the Party Committee, government and grassroots organizations continue to propagate and mobilize people to understand and voluntarily comply, minimizing property damage. Thanks to persistent mobilization, 27 projects have been dismantled by the people themselves, their assets relocated and the land was restored to its original state.
Notably, many large-area cases have proactively complied with such as: Mr. N.V.B's family (Son Ha village) has a temporary house and tent on agricultural land in hectare 14 with an area of 2,136m2; Ms. D.T.V's family (Minh Hiep 3 village) built a steel frame, brick wall foundation, surrounded by corrugated iron as a factory on an area of 360m2 at Dinh Hiep gate; Mr. N.C.D's family (Minh Hiep 2 village) built a steel frame factory, corrugated iron roof on an area of 256m2 in the area of the Ngoon Song hamlet...
To ensure a complete handling, the commune continues to propagate and request people to return the land to its original state before organizing enforcement. At the same time, the People's Committee of the commune directed the competent authorities to review the dossier and prepare a plan for enforcement in cases of intentional non-compliance, such as cutting off electricity and water, to ensure discipline in land management and construction order.
Implementing Plan 187/KH-UBND dated November 7, 2025 on compulsory implementation of remedial measures in the land sector, at the end of November 2025, Duong Hoa commune organized enforcement of 7/34 cases of intentional violations, mainly in Hoa Hop, Dinh Bao, Cau Hang Doi areas...
At the enforcement session, the People's Committee of the commune announced the decision for each case, witnessed by agencies, organizations and people. Specialized groups check the current situation, make records according to regulations; functional forces inventory and support people in relocating assets and materials to limit damage.
The enforcement and dismantling took place strictly, safely, and in accordance with legal regulations. Participating forces coordinate smoothly, fully prepare human resources and means to ensure efficiency and create consensus among the people.
Through the review, the commune continued to discover the case of Ms. L.T.H's family (Minh Hiep 1 village) setting up a factory on agricultural land in Dinh Bao area, with an area of 627m2. After being mobilized, on November 29, the family voluntarily dismantled it.
Vice Chairman of the People's Committee of Nguyen Trong Tan said that in the coming time, the commune will strengthen inspection, promptly prevent and handle new violations that arise, and at the same time promote propaganda so that people raise their awareness of law compliance, do not encroach, do not use land for the wrong purpose, and work with the locality to maintain discipline in land management, building the commune to be increasingly disciplined and civilized.
