According to the latest information on December 1, the high-level negotiations between the US and Ukrainian delegations held on November 30 in Florida have ended. The event was seen by observers as an important diplomatic move, marking a direct effort by the Washington administration to find a solution to the prolonged conflict.
The attendance at the meeting shows the special priority the US has given to the issue. The US delegation includes key personnel in the Trump administration, including Secretary of State Marco Rubio, Special Envoy to Ukraine Steve Witkoff and especially Mr. Jared Kushner, son-in-law and close advisor to the President. On the Ukrainian side, the delegation was led by Defense Minister Rustem Umerov.
After the working session, Secretary of State Marco Rubio gave positive comments. He described the discussions as "constructive" and affirmed that the US side remains optimistic about the possibility of achieving a peaceful solution. This statement is considered a welcome diplomatic signal, confirming that the high-level dialogue channel between Washington and Kiev is operating effectively and substantially.
However, according to US sources, behind that positive atmosphere are major technical obstacles that cannot be overcome. The most core issue - the West's security guarantees for Ukraine - remains open due to major differences in viewpoints.
This is considered the biggest bottleneck in the current peace path. Kiev is determined to hope to receive specific, solid and legally binding protection commitments (similar to NATO's Article 5 collective defense mechanism) to prevent future conflict risks. In contrast, the US side appears to be still considering more flexible approaches, avoiding absolutely made commitments that could directly draw Washington into the military conflict.
In addition to security issues, the Florida agenda also covers many other sensitive topics. The two sides discussed the prospects of holding elections in Ukraine and solutions to resolve the territorial dispute. These contents are also said to be still in the process of fierce discussion and have not reached a final agreement.
Assessing the overall results, Foreign Minister Rubio admitted that although there has been progress, there is still a significant amount of work ahead. The US administration affirmed that it will maintain a realistic view in the next steps, clearly understanding that the gap between Ukraine's security expectations and US policy limits still needs more time and diplomatic efforts to narrow.
