On December 3, the Hanoi City Public Administration Service Center held a Dialogue Conference with the theme "From procedures to connection to settlement: Removing difficulties for people to buy social housing in Hanoi city".
At the conference, some people asked questions related to the process of drawing up social housing apartments.
A resident commented: "At the Rice City Long Chau project, we had registered our wishes for the apartment area in advance, but when drawing, the investor randomly organized a draw. This leads to a situation where single people can rent a large house, while families of 4-5 people can only rent a small house. Why not arrange people with similar needs for the same lottery area in the same group?
People also questioned the change of apartments: "I would like to change to a larger apartment in the same project, or to another project of the same investor. Is this allowed, what is the procedure and which agency is competent to handle it so that I can confidently comply with the regulations and avoid having my apartment revoked?".
Responding to this issue, Mr. Le Quang Huy - Deputy General Director of BIC Vietnam Joint Stock Company - said that the content of people's questions is directly related to the Rice City Long Chau social housing project (Thuong Thanh social housing) invested by the Joint Venture of Him Lam Capital Joint Stock Company and BIC Vietnam Joint Stock Company.
Mr. Huy informed that on November 24, the investor organized a lottery for apartments with eligible documents. The project has many types of areas, from 30m2 to 77m2. Before organizing the draw, the investor surveyed the needs of the people. The results show that only more than 2% of customers need apartments of the 1-bedroom and 1-toilet types (the smallest area), while the number of apartments of this type is quite large.
"Due to the large difference in actual needs of the people, if we divide into groups according to each area for drawing, it will not be possible to ensure fairness. Therefore, the company decided to organize a random draw for all valid documents, not dividing them into individual area groups" - Mr. Huy explained.

Regarding the proposal to change apartments, Mr. Huy said that customers may abandon their deposit or not accept the apartment after the draw and the investor will update the list of vacant apartments. However, it is not always possible to change apartments, because the number of large-area apartments is very limited.
"Currently, we do not have a complete legal basis to allow apartment exchange according to personal needs. When there are new instructions, the investor will officially notify so that people can follow and comply with the regulations" - Mr. Huy emphasized.
At the conference, people asked about giving priority to people with disabilities when drawing lots to buy Rice City Long Chau social housing. Responding to this issue, Mr. Huy shared that according to current regulations, among the 12 groups of subjects eligible to buy social housing, there is no group of "disabled people" who are separate subjects entitled to social housing policies.
However, female gender factors and disability are only considered when two or more people are in the same priority group and have equal conditions. At that time, the decentralization will be based on additional criteria.
Mr. Huy gave an example: If both documents are in the " martyrs' relatives" group, but one is female and the other is male, then the female will be given priority. Similarly, in the group of people with revolutionary contributions or people whose houses and land have not been resettled, if there are two records with the same conditions but one person is a disabled person, the record of a disabled person will be given priority.
For the Long Chau project, the investor must apply regulations, ensuring that the approval is carried out fairly and transparently in accordance with the priority order of the law - Mr. Huy emphasized.
