Binh Minh commune, Hanoi city was established on the basis of adjusting and arranging administrative boundaries and population of many communes in Thanh Oai, Chuong My districts and the old Ha Dong district, with a total area of 29.86km2 and a population of 80,066 people.
Through review, the rate of residential land plots that have not been granted land use right certificates (red books) is still 7.14% (equivalent to 1,019 plots).
In order to ensure the legitimate rights and interests of the people, right from the time of operation, Binh Minh commune has identified the issuance of initial certificates for the remaining residential plots of land, associated with handling land violations and construction order, as one of the key political tasks.
Mr. Vu Xuan Loc - Head of the Economic Department of Binh Minh Commune said that the main reason why 1,019 plots of land have not been granted red books is that most households have not previously registered to declare, have not completed land records according to regulations; some plots of land have incorrect land records or the land user has died, and must go through inheritance procedures.
Along with that, the situation of encroachment and land changes that have not been updated; illegal land allocation, changing land use purposes in violation of regulations, land disputes, complaints... are also the reasons leading to difficulties in granting certificates.

To resolve this issue, since the beginning of July 2025, Binh Minh commune has organized a conference to survey the need for granting certificates, providing information on land plots for people with meritorious services, relatives of martyrs and people. Next, the commune will pilot the review, land registration, issuance of certificates and handling of violations in Dong village.
Thanks to promoting propaganda and raising the responsibility of professional staff, the appraisal and completion of red book issuance records for people is being urgently implemented by Binh Minh commune, ensuring publicity, transparency and timeliness.
On August 22, Binh Minh commune organized the first handover of certificates of land use rights and ownership of assets attached to land to households in the excited and waiting atmosphere of the local government and people.
Chairman of Binh Minh Commune People's Committee Nguyen Dang Viet shared: "Although the new government model is still confused, with the motto "taking the people as the center, serving the people", the commune has directed specialized departments to enhance their responsibility, promptly remove arising difficulties to issue certificates to the people. As of August 22, the first 4 eligible documents have been given to households".
As one of the households receiving the red book this time, Mr. Nguyen Cao Sang (Ha village) emotionally said: "My family is very happy to receive the certificate right in the commune. The quick issuance of certificates not only ensures rights but also creates motivation for us to develop the economy".
In the same village, Ms. Nguyen Thi Thanh shared: "After nearly 1 month of completing the documents, my family was granted a certificate. Hopefully, in the near future, more households in the commune will be granted red books to stabilize their lives".
Since the implementation of the 2-level local government model, Binh Minh commune has received nearly 100 applications for new land use right certificates.
The commune also received 40 sets of documents transferred by the People's Committee of the old Thanh Oai district. To speed up progress, after the pilot in Dong village, the commune has learned from experience and implemented it simultaneously throughout the area.
At the same time, the commune established land procedure support points, arranged staff and assistants to guide citizens to complete and submit documents, creating the most favorable conditions for people.
Chairman of Binh Minh Commune People's Committee Nguyen Dang Viet emphasized: "To soon complete the issuance of land use right certificates, the commune continues to improve the responsibility and professional qualifications of the dossier appraisal staff, overcoming the situation of the dossier being returned many times.
At the same time, the government will strengthen inspections of public duties and promptly handle cadres and civil servants who cause difficulties and inconveniences in the process of handling procedures for the people".
