Accordingly, Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh province, and a delegate of the 15th National Assembly, ceased to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee and ceased to hold the position of Deputy Secretary of the Provincial Party Committee for the 2020 - 2025 term, and Chairman of the People's Committee of Quang Ninh province for the 2021 - 2026 term.

Mr. Pham Duc An (55 years old, from Nghe An province) has a high level of political theory, bachelor's degree in economic law, bachelor's degree in banking - finance, master's degree in business administration.
Mr. An has many years of experience in the banking industry.
From July 2009 to May 2011, Mr. An held the position of Party Committee Secretary, Director of Hung Yen Investment and Development Bank branch.
From June 2011 to June 2014, Mr. An was Deputy General Director of the Bank for Investment and Development of Vietnam.
From June 2014 to April 2020, Mr. An held many positions at the Bank for Agriculture and Rural Development of Vietnam and the State Bank of Vietnam.
Since May 2020, Mr. Pham Duc An was elected Party Secretary and Chairman of the Board of Members of the Bank for Agriculture and Rural Development of Vietnam.
In December 2024, Mr. An was transferred and appointed to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairman of the People's Committee of Quang Ninh province.
