From July 1, the two-level local government apparatus (provincial and commune levels) across the country has officially operated. Along with that, there are some changes in authority and tasks in land management.
According to Clause 1, Article 5 of Decree 151/2025/ND-CP, the Chairman of the Commune People's Committee will have the authority to issue land use right certificates to domestic individuals and overseas Vietnamese who are Vietnamese citizens and the community from July 1.
The time for carrying out the procedure for issuing the first red book includes: The time for registering land and assets attached to land for the first time is not more than 17 working days.
The time for issuing the first certificate of land use rights and ownership of assets attached to land is no more than 3 working days.
Previously, Decree 101/2024/ND-CP stipulated that the time for initial registration of land and assets attached to land could be up to 20 working days, the time for granting certificates did not exceed 3 working days. Procedures for issuing red books for the first time can shorten the registration time to 3 days.
Also according to Decree 151, if submitting a dossier for first-time registration of land and assets attached to land, registering changes in land and assets attached to land, people have the right to choose the place to receive the dossier at any unit in the same province or city.
This regulation will help people carry out procedures for granting red books more quickly and easily.
