Application for changing red books from July 1, 2025
According to Decree 151/2025/ND-CP dated June 12, 2025, regulating the division of authority of local authorities at 02 levels, decentralization and delegation of authority in the land sector.
Accordingly, Appendix I issued with Decree 151/2025/ND-CP stipulates that the dossier submitted when carrying out procedures for issuing and renewing issued Certificates includes:
- Application for registration of changes in land and assets attached to land according to Form No. 18 issued with this Decree and the issued Certificate.
In the case specified in Point g, Section 1, Part VII, the Application for registration of changes in land and assets attached to land according to Form No. 18 issued with this Decree must include information on members sharing land use rights of households;
- Land plot cadastral map measurement for land plot cadastral measurement cases specified in Point h, Section 1, Part VII and cases specified in Points a, b, c, d, dd, e and g, Section 1, Part VII, where the land user needs to measure to re-determine the size of the edges and area of the land plot.
Procedures for changing red books from July 1, 2025
Procedures for issuing and renewing issued Certificates:
- Land users, owners of assets attached to land submit documents to the One-stop Department or the Land Registration Office or Branch of the Land Registration Office;
- The dossier receiving agency:
+ Check the completeness of the dossier and issue a dossier receipt and schedule a return of results.
In case the documents are not complete, the documents must be returned with the Supplement and Complete Application Form so that the applicant can register to complete and supplement according to regulations.
The dossier receipt and appointment to return results and the Request for Supplement and Completion of documents shall comply with the form prescribed in the Government's Decree regulating the implementation of the one-stop, one-stop mechanism in handling administrative procedures.
+ In case the dossier receiving agency is the One-stop Department, the dossier shall be transferred to the Land Registration Office.
