In Hanoi, many mini apartments do not have enough legal documents, transacting by buying and selling documents, posing many potential risks to still attract buyers.

Unregistered apartments at nearly VND40 million/m2 attract customers

Introducing themselves as customers who want to buy mini apartments in Cau Giay and Nam Tu Liem districts, reporters (PV) joined many groups on social networks called "Buy and sell mini apartments" and "ants sell mini apartments in Hanoi" to find and buy a house. Here, a series of posts advertising newly built apartments are posted every day.

Contacting the phone number of a broker named Duy Tuyen, the reporter was directed to see the house in lane 57 Me Tri (Nam Tu Liem, Hanoi). Located deep in a small alley, an unfinished 7-storey mini apartment building is bustling with brokers taking visitors to see the house.

Taking the reporter to the elevator to the 4th floor of the building to see the model apartment with another broker and customer, Tuyen said that even though it had only opened for sale nearly 2 weeks ago, more than half of the apartments here had been sold out.

"This house is located in the center, near many offices and markets, schools, we have just "sold out" and have sold half. Buyers are mainly elderly customers, some buy 2 houses to divide to their children. I don't believe you, let me show you the list of apartments for sale." Speaking of this, Tuyen showed us this list.

When asked about the price and legality of the house, the broker of the mini apartment project at 57 Me Tri said that the apartments have been completed but do not have a pink book. Later, if the entire house is sold, the investor will make a pink book to own it for the customer. If they accept to buy a house, the investor and the customer will buy and sell it in the form of a notarized document.

"Because the house does not have a certificate, I can only buy and sell with a certificate, the apartments here range from 43 to more than 50 square meters. Depending on the location, the highest apartment is nearly 1.8 billion VND, smaller apartments are from more than 1.2 billion VND or more.

All households have transactions in the form of buying and selling documents, you don't have to worry, here they all buy them. Apartments here are selling very well because within the financial area of more than 1 billion VND around this area, I cannot buy any projects. Social housing or commercial apartments now, even if they are handed over from 2018 onwards, the price must be over 60 million VND/square meter," broker Tuyen analyzed.

Posing as someone who wants to buy a mini apartment, PV continued to contact and look to buy a house in another project in Linh Nam (Hoang Mai, Hanoi). According to Mai Hong - the project's broker, this building was just completed and opened for sale not long ago.

To maximize selling prices, newly built mini apartments are often fully equipped with furniture, with some apartments priced up to more than 40 million VND/m2.

"These newly built apartments will be purchased under a direct contract with the investor (individual), and you just need to carry your suitcase to live. For example, this apartment is only worth 1.450 billion VND, with an area of 35m2, equivalent to more than 41 million VND/m2.

Although the price is not cheap, I don't have to do anything, just stay after buying, and later sell all the houses, the investor will make a pink book to own each apartment. I affirm to you that every time you buy, you win, even if you are no longer living there, selling is still profitable," the broker of the mini apartment in Linh Nam advised.

Looking to buy a mini apartment without a certificate because the house price is too high

Mr. Bui Tien Sy (Huu Nghi ward, Hoa Binh city) and his wife have worked in Hanoi for 7 years, with a total income of about 30 million VND/month and the help of both families, he and his wife have an amount of approximately 1.5 billion VND.

Starting to buy a house from the end of 2024, after nearly 4 months of searching, Mr. Sy and his wife could not find any apartment that met the criteria of being close to work and having convenient transportation with a price starting from 2 billion VND. After many days of hesitation, the couple decided to buy a mini apartment.

"Buying a mini apartment is really a concern for me, especially the story of fire prevention and fighting, but there is no better choice. Here, the price of old apartments also has to be nearly 4 billion VND.

I chose a mini apartment because the price is moderate, near the center, although it is cramped, it helps to have a place to live. If I continue to rent a house like now, I will still lose money, but the house price will continue to increase, so I have to take risks to buy it," Mr. Sy shared.

According to Mr. Nguyen The Diep - Vice President of Hanoi Real Estate Club, currently there is a shortage of low-cost apartments on the market, which is one of the reasons why mini apartments, despite their many potential risks, are still doing well in the market.

"At a financial level of just over 1 billion VND, it is very difficult to have a house in the inner city. Many people are thinking about settling down to make a living, so mini apartments are popular, perhaps mostly because of this reason" - Mr. Diep analyzed.

According to statistics, by mid-2024, Hanoi will have 1,429 apartment buildings; 398 multi-apartment houses also known as mini apartments (including 94 houses over 28m high); 31,239 boarding houses; 39,214 houses combined with production and business with high risk of fire and explosion.

To ensure legal safety as well as their rights, when buying a mini apartment, people should be cautious, fully and comprehensively consider the project, from conditions on land use rights, construction documents, design to construction quality, investor capacity, or conditions granted by competent authorities to issue apartment ownership certificates according to legal regulations. Avoid buying apartments that are overbuilt without permission, which will be very difficult to get a certificate.
