On July 6, information from the Thanh Hoa Provincial People's Committee said that Mr. Le Duc Giang - Vice Chairman of the Thanh Hoa Provincial People's Committee signed a decision approving the payment of replacement forest planting fees when changing the purpose of forest use to implement the Am Tien spiritual tourism service area project.
In Decision No. 2350/QD-UBND, the People's Committee of Thanh Hoa province approved the payment of replacement forest planting fees when converting forest use purposes to the purpose of implementing the project of Tourism Service Area and Cultural Landscape Axis of Am Tien tourist area in Nua town, Trieu Son district (now Tan Ninh commune, Thanh Hoa province).
According to this decision, the forest area converted to the project implementation purpose is 44.3 hectares, of which production forest is 21.91 hectares, protective forest: 22.39 hectares.
According to the origin of forest formation, planted forests are 30.24 hectares (production forests: 21.91 hectares; protective forests: 8.33 hectares); Natural forests: 14.06 hectares (protection natural forests: 14.06 hectares).
The main crop is acacia; the natural forest state is mainly mangrove forests. The conversion location is in block 3A, 3B, Sub-zone 566, Tan Ninh commune, Thanh Hoa province.
The project owner who paid for the replacement forest planting is Thanh Hoa Cable Car Service and Tourism Company Limited.
The area to be paid for replacement forest planting is 72.42 hectares as prescribed in Clause 1, Article 21 of the 2017 Forestry Law, of which planted forests are 30.24 hectares. Natural forest: 14.06 ha x 3 = 42.18 ha.
The unit price for paying the trust fee for replacement forest planting: 230.15 million VND/ha. The total amount to be paid is more than 16.6 billion VND.
Previously, on April 25, 2025, Mr. Le Duc Giang - Vice Chairman of Thanh Hoa Provincial People's Committee also signed Decision No. 1275 approving Thanh Hoa Cable Car Service and Tourism Company Limited to change the purpose of use for 27.34 hectares of forest. Of which, production forest is 22.76 ha; protective forest: 4.58 ha.
The purpose of the conversion is to serve the Am Tien Commercial Service Area and Cable Car project in the Am Tien tourist area complex in Nua town, Trieu Son district.
The total amount to be paid is more than 8 billion VND.
The People's Committee of Thanh Hoa province requires Thanh Hoa Cable Car Service and Tourism Company Limited, after fulfilling its obligation to pay for replacement forest planting, to prepare a dossier to propose changing the purpose of forest use to the purpose of project implementation according to regulations.
The Provincial People's Committee also requests the Department of Agriculture and Environment to take full responsibility before the law and the Chairman of the Provincial People's Committee for the accuracy and compliance with the provisions of the law of the appraisal and consultation content to approve the payment of replacement forest planting fees, ensuring no loss to the State budget.
