On June 26, Vinh Ha Commune Police (Vinh Linh District, Quang Tri Province) said that they had received the report and were in the process of verifying the fight that injured Mr. Phan Hoai Nam - Head of the Forest Protection Station under Enterprise Branch 2, Ben Hai Forestry One Member Co., Ltd.
Previously, at around 8:00 a.m. on June 24, Mr. Nam received a report from Mr. Tran Van Tuong, a forest protection worker at Ben Hai Forestry One Member Co., Ltd. about Mr. Cao Van Quy (born in 1981, residing in Vinh Ha commune, Vinh Linh district) taking people to plant trees in lot 8c, compartment 30, sub-compartment 572 and some forest land plots managed by the unit.
Mr. Nam went directly to the scene and requested to stop planting trees. Here, the two sides had a conflict.
Mr. Nam said he was attacked by Mr. Quy, resulting in injuries. Mr. Quy admitted to beating Mr. Nam and said that he was outraged and lost control. Mr. Quy said that Mr. Nam at that time held a gun-like object and had words to prevent planting trees.
Mr. Hoang Ngoc Thanh - Chairman of the Board of Members of Ben Hai Forestry One Member Co., Ltd. said that the land area where people grow trees on forest land has been granted a land use right certificate and assigned to the management unit.
On Mr. Quy's side, he affirmed that it was land that his family had been cultivating stably for 20 years. After receiving a notice from the company in March 2025 stating that the land was under the management of the enterprise, Mr. Quy submitted a request for verification. However, the two sides have not yet reached an agreement.
According to Mr. Thanh, the Enterprise 2 Branch once invited Mr. Quy to work to resolve the matter, but Mr. Quy did not come. Regarding the gun-like object that Mr. Nam held, Mr. Thanh said it was a rubber gun, a support tool provided to the forest protection force according to regulations.
"After the incident, Mr. Nam was taken to the hospital for treatment. The company has filed a report to the police and requested clarification and strict handling of the incident" - Mr. Hoang Ngoc Thanh said.
