The Ministry of Agriculture and Environment responds to the conversion of land use purposes from rice-growing land to residential land.

Citizens should send a question to the Ministry of Agriculture and Environment asking about converting the purpose of 200m2 from rice fields to residential land, what conditions must be ensured?

Responding to this content, the Ministry of Agriculture and Environment said that the basis for land allocation, land lease, permission to change land use purposes and conditions for land allocation, land lease, permission to change land use purposes has been stipulated in Articles 116 and 122 of the Land Law and in Clause 6, Article 4 of Decree No. 226/2025/ND-CP dated August 15, 2025 on amending and supplementing a number of articles of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government detailing the implementation of a number of articles of the Land Law.

The conversion of land use purpose from rice-growing land to residential land is one of the cases of land use purpose conversion that must be permitted by a competent state agency according to the provisions of Point b, Clause 1, Article 121 of the Land Law.

The Ministry recommends that citizens contact the local Land Management Agency for guidance and resolution according to their authority.
