On August 6, the National Assembly Standing Committee held a National Assembly Forum on supervision activities, with the theme of National Assembly supervision to create development.
Discussing the supervision of state budget implementation, Mr. Le Dinh Thang - Chief Auditor of the State Audit of Sector 2 - raised the issue of whether policies have created conditions to create development.
Mr. Thang asked whether the current tax policy has really "created development" or is it only focusing on tax collection?
According to this person, recently, there was information about land revenue in the past 6 months nearly reaching the estimate for the whole year of 2025. However, it is necessary to clarify the recurring revenues and the percentage of one-time revenues.
"If we only rely on one-time collection, how will the sustainability of the budget be?" - Mr. Le Dinh Thang said.
Mr. Thang analyzed that real estate tax, a house of 30 - 50m2 people, is still collected for land use tax every year. However, there are projects of thousands of hectares (ha) that have not been implemented for 20 years, from an investor to a speculator but the State has not collected taxes.
"If we walk around Hanoi or Ho Chi Minh City, we will see that there are grass projects that have grown well, have not been implemented for 20 years or even more, but the State has allocated that land. 20 years ago, it was only a few thousand billion VND, now it is hundreds of thousands of billions of VND, but the State has no rights here" - Mr. Thang cited.
From the above analysis, according to Mr. Thang, it is possible that when investors build and trade, the transaction price increases and home buyers have to pay additional taxes. But that contributes to increasing housing prices, creating a vicious cycle.
"So with tax policy, it is necessary to determine in-depth supervision, not general. Our view is that the National Assembly's supervision must go in depth to create policies, paving the way for new, realistic policies" - Mr. Thang said.
Participating in the discussion, Dr. Bui Tien Hanh - Head of the Faculty of Public Finance, Academy of Finance - recommended strengthening more regular supervision of the entire process of budget implementation, in order to promptly rectify the process of state budget implementation. Such as monitoring the implementation of the state budget through quarterly, 6-month, and annual reports on the implementation of the budget.
At the same time, conduct thematic supervision of selective areas and issues with risks in state budget implementation such as public investment, transfer of resources, major programs and projects.
